Garver : Mr. Mittlesteadt.
Emergency Runway and Taxiway Repairs.

Bids were opened for the $300,000 Emergency Runway and Taxiway Repair project on October 2, 2015, in the Terminal Building Conference Room. Two bids were received.

  1. ASL Excavating, Inc., (ASL) Flemingsburg, KY – $256,249.92 for the base bid and $2,009.08 for the additive alternate No. 1 for a total of $258,259.00.
  2. Hinkle Construction Services, Paris, KY – $264,806.90 for the base bid and $5,835.30 for the additive alternate No. 1 for a total of $270,642.20.

The bids received exceed the planned grant budget for the general contractor’s construction costs by approximately $23,300.00. The engineer’s estimates were $226,343.00 for the base bid and $3,670.00 for the additive alternate No. 1.

Based on Garver’s review, the bid submitted by ASL is the lowest qualified bidder and is capable of performing the scope of work.

Given the budget restraints, Garver presented five options for consideration for award.

Option 4 presented the lowest risk with an approximate surplus of approximately $16,000.00.

Award the base bid and additive alternate No. 1 with modifications to the limits of construction and scope of work as follows:

  1. Runway repair limits reduced from 75 ft x 100 ft to 60 ft x 100 ft resulting in

multiple reductions in extended costs for applicable pay items with a total of approximately $28,284. This includes a unit price reduction to $34.00 per TON for Item SS-253-4.1 “KYTC Dense Grade Aggregate” (DGA).

  2. Reduction is within the 30 percent allowed without price negotiations from Contractor.
  3. Eliminate Item SS-12-3.3 “Closed Taxiway markers” for a savings of $2,724.
  4. Eliminate Item T-904-5.1 “Sodding” for an approximate savings of $4,456.
  5. Elimination of Sod will require a slight increase in item T-901-5.1 “Seeding and

Mulching” for an approximate increase of $1,513.

The motion, based on Garver’s recommendations, to proceed with the Emergency Runway and Taxiway Repair Project with option 4 and combine testing and observation by LE Gregg Co. was made by Mr. Clark, seconded by Mr. Dailey, and approved unanimously.
