Morehead-Rowan County Airport Board
Special Meeting Minutes
December 1, 2016

Chairman Tim James called the meeting to order at 6:00 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport.  Other members present were Mike Gray, Harry Clark, Charles Derrickson, Tom Fossett, Porter Dailey, Aaron Roberts, Bruce Mattingly, and Jim LeMaster.  Absent was Ron Oliver. Guests present include:  Kim Bozarth and Enrique Flores, interim FBO managers; Jaime Samuell, Josh Clark, Jim Fluty, Lee Lipps, John Holbrook, Jim Stevens, Danny Mabry – Hangar tenants; Bob Helton, Executive Director, Morehead-Rowan County Economic Development Council; Mark Upchurch – Garver; and Barbara Marsh – Assistant Secretary-Treasurer.

Mr. James presented the Minutes of the October meeting. Mr. Dailey reported that the meeting was a regular meeting instead of a special meeting. In the FBO report, item 4a, the Wells Group fence repair was $975 instead of $989. The motion to approve the October 27, 2016 Minutes with the correction of the meeting title as a regular meeting instead of special meeting, and correcting the fence repair estimate to $975 was made by Mr. Dailey, seconded by Dr. Fossett, and approved unanimously.

Mr. James presented the Minutes of the November Special Meeting. The motion to approve the November 15, 2016 Special Meeting Minutes was made by Dr. Derrickson, seconded by Mr. Clark, and approved unanimously.

Dr. Mattingly presented the October financials including profit and loss statements for the month and for the fiscal year (July-October). The motion to approve the October financials was made by Mr. Clark, seconded by Mr. Gray, and approved unanimously.

Public Comment. Mr. James opened the floor to public comment. Mr. Samuell sugested that the parking lot fee schedule may need to be amended to assess fees based upon the length of the trailer/or aviation related item to be parked in the lot.  Mr. Stevens ask whether he would be able to have the annual examination of his airplane completed in his hangar. It was generally agreed that due to the transition to a new Airport Manager/FBO, hangar tenants will be allowed to perform maintenance in their hangars by an A&P or others. There will be no objections from the Board. (Note> see New Business, d.)

REPORTS

a.  FBO Activity Report. Ms. Bozarth received the FBO report by email from Ms. Potter today.

1. T-hangar Light Replacement. The outside lights for the T-hangars are ready to install. Pictures need to be taken of old fixtures and new fixtures going in so they may be sent to Fleming Mason RECC for an energy credit.

2. 100LL Truck Fuel Meter. Repairs to the 100LL fuel truck will be performed in January.

3. Other.

a) Fuel sales were 1671 gallons of 100LL and 2000 gallons of JETA fuel.
b) The Chamber of Commerce Leadership group will be here on December 14. Mr. James
requested that a member of the Board present the PowerPoint at that time.
c) There will not be a Pancake and Sausage Breakfast on December 3.
d) Ms. Bozarth and Mr. Flores began their temporary FBO contract on December 1. They have
been working at the Airport since August for the FBO.

b.   Garver Report. Mr. Upchurch

1. The 2017 REIL Replacement Grant application has been sent to Mr. Craig Farmer for $70,000. Mr. Upchurch submitted the scope and fee to Mr. Craig Farmer on Monday, November 29, 2016. Mr. Upchurch will be in Frankfort tomorrow and will check on the status of the scope and fee review process. The KDA application for $70,000 has been verbally approved. No third party review will be required on the scope and fee.

2.   The 2016 Crack Seal Repair Grant has been completed and invoices have been submitted.

3. At the next meeting (January 26, 2017), Mr. Upchurch will present the proposed Airport Capital Improvement Plan.

c.   Buildings and Grounds Report. Dr. Derrickson, Mr. Oliver – Co-chairs

1. Hay Contract with MSU.  Normally during a hay season, there are two cuttings of hay in June and September. This year there was not enough hay to cut in September due to lack of rain. MSU agreed to bush hog the area which was to have produced hay. The first cutting produced 90 rolls of hay. We are working with MSU to change the agreement to accommodate these situations.

2. Organic Matter from MSU. Thirty loads of manure have been hauled from the MSU farm. The cost is $75 per load delivered.  There are approximately fifteen more loads to deliver.

d.  Communications and Security. Mr. Roberts, Chair

1. Installation of Replacement Lights for T-Hangars. Mr. James requested that Mr. Roberts
oversee the installation of replacement lights for the T-Hangars. We do not want to see this
project fail. Mr. Josh Clark reported the light fixture over the community hangar exit door
(facing T-Hangars) is not operable and has been worked on several times.

2. Lock Changes. Mr. Dailey reported that he had requested an estimate on changing locks in
the terminal building/community hangar. This is a normal procedure after a change in
management. Of special concern is the combo lock on the pilot’s lounge door. It is reported that
the lock has never completely worked properly, being not water resistant and freezes in cold
weather.

e.   Chair Report. Mr. James

1. Airport Manager Update.  The Executive Committee prepared a contract for Mr. Perry Sloan’s
review.     The committee worked with Mr. Rogers on the content and it will be reviewed by Mr.
Rogers tomorrow also.  It is very similar to the previous FBO contracts. The contract will need to be ratified by the entire board in January 2017 after Mr. Sloan has time to review. We need to make sure that the FBO is successful and that the candidate has an investment in the Airport. The contract includes a stipend of $2900 a month for 12 months,  community hangar, tie-down, and parking lot revenue. The Manager/FBO is responsible for routine maintenance of the fuel farm and trucks. The contract for Mr. Sloan does not include use of the doublewide mobile home. A decision will be made on the use of the unit in the future. Mr. Sloan is highly motivated to succeed in this position.

OLD BUSINESS

None

NEW BUSINESS

a.  Approval of Perry Sloan as the new Airport Operator/FBO effective 1 January 2017. Mr. Dailey presented the nine-page Airport Manager/FBO contract for review. The motion to approve the FBO/Manager contract with Mr. Sloan as of January 1, 2017 through December 31, 2017, and to present the final contract to the full Board for ratification after review by Mr. Sloan, was made by Mr. Dailey. The motion was seconded by Mr. Clark, and approved unanimously.

b. Amendment of Parking Lot Fee Schedule.  Dr. Mattingly reported that the parking lot fee for aviation related units/trailers was established in October 2016. The rates voted on are $4 per day- $20 per week- $60 per month for trailers/units under 40’ long. The rates for 40’ and over are doubled. In this case, a 10’ trailer/unit would be charged the same as a 39’ unit which seems unfair.  A more fair way to charge would be by the foot/length of the unit including the tongue, dovetail, and any overhangs. Enforcement and collection of the parking lot fee/rules would be by the Airport Manager/FBO. The motion to amend the parking lot fee schedule to $1.50 per foot per month for aviation related trailers/units beginning January 1, 2016, and to be prorated accordingly, was made by Dr. Mattingly, seconded by Mr. Dailey, and approved unanimously. It was agreed that we cannot address every contingency which may come up with enforcement/collection, and the Manager/FBO will have latitude and discretion for enforcement and collection of fees. The new parking policy will be placed on the website.

c. Tie Downs. It was noted that there are some ropes which need replacing for tie down spots.

d. Hangar Lease. It was noted that the hangar lease regarding A&P work in the hangar needs to be reviewed.

ADJOURNMENT

The meeting was adjourned at 7:27pm.
