The Minutes of the August 25, 2011 meeting were presented.  The motion to approve the minutes was made by Mr. Click and seconded by Mr. Laferty and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending August 31, 2011.  The new format includes a balance sheet including assets and liabilities.  The all funds balance at the end of the month was $279,735.20.  Since July 1 the all-funds balance had decreased by 41,866.12.  The largest expenses were for payments on the terminal building debt service ($85,350) to U.S. Bank and for parking lot construction ($12,000) to Frederick & May.  Fuel sales consist of two methods of payment including credit card sales and private (cash) sales. The motion to accept the August 2011 Financial Report was made by Dr. Fossett, seconded by Mr. Laferty, and unanimously approved.

REPORTS

Tracey Potter gave a report on the status of the FBO and Airport activities.  She advised the status of fuel sales, grounds maintenance, and hangar activities.

Ms. Potter reported that fuel sales for the month of August were 100LL pumped 2274.18 gallons and JetA pumped 2719.41 gallons.  The balance of remaining fuel is 5511 gallons of JetA fuel and 2640 gallons of 100LL as of September 29.

Ms. Potter reported on the following:

  • Lights were repaired on runway 2 at no cost to the Airport.  The savings is approximately $500.  Taxi, runway, and sign lighting was replaced as needed and an order was placed for more bulbs.
  • The flag poles had been installed and the area landscaped.  Chuck Wilburn of Total Landscape and two employees donated time to landscape around the new airport sign. Parking blocks had also been installed.
  • Significant time had been spent mowing and weed eating in preparation for the dedication ceremonies.
  • During the first year of operation, the fixed based operators did five annual inspections on aircraft and approximately 150 hours of instruction.  They currently have six primary students and two instrument students.
  • A balloon will be coming for tethered rides from Gentle Breeze on October 1 for Community Day.  Jets will arrive at 9:30 a.m.  A booth with information about flight instruction and scenic airplane rides will be set up.  The scenic airplane rides literature will be placed at motels.

Dr. Fossett reported on the Open House/Community Day assignments for October 1.  Reports regarding each area were made regarding the status of each activity and responsibility.

Dr. Derrickson reported on the following:

  • The grounds appearance has improved since the FBO was hired.  The Potters had taken aerial photos and the before and after pictures show a much greener appearance.
  • The approved walkway from the lower parking lot to the upper parking lot may need to be revised.  Motion 1: the walkway would come across from the lower parking lot to the upper parking lot – outside the fence.  Voting in support of the motion were Laferty, Dailey, Click, LeMaster and Brown.  The motion passed.  It was then disclosed that the walkway outside the fence, as approved, may encounter an obstruction due to a utility installation.
  • That the bathroom tile project had been delayed.
  • That an issue between Rowan Water and MUPB regarding a master meter installation was occurred.  Rowan Water would not turn on the water to the airport unless a master meter was installed.  A preliminary agreement was reached for MUPB and the Airport Board to share equally in the cost of the master meter installation.  Following a discussion of the issue a motion to pay half the cost of the meter ($12,500) was made by Dr. Fossett and seconded by Mr. Stinson.  The motion was approved unanimously.  MUPB will incur the other half of the cost of the meter.

It was noted that other regular meters may be installed later including the FBO residence, the terminal building, and hanger building.  The Building committee will review and make recommendations regarding where other meters may be needed.

Dr. Derrickson reported that five quotations were received on clearing/maintenance along the backside fence row.  The bids were opened and read aloud.

Thompson Brothers – $10,000

Fox Valley Pipeline – $19,963.50

Total Landscape Care – $9,680

3D Contracting – $15,000

MTM – $5,500

The quotations were given to Mr. Gray and further information will be obtained.  It was reported that the Forest Service has equipment/bulldozer and may be contacted for information about services they have also.

Mr. Hardin reported on the following:

  • That there had been no response yet on the new T-Hanger.  There were calls in to Mike Thompson concerning the issue.  He will keep Mr. Gray informed of any progress.
  • That the cost estimates to install “M97 Elevation” markings on the outside of the building would be $2,000. It was consensus of the Board to look for a less costly product or not install at all.
  • That the Board make the final terminal building corrections using the retainage to cover the costs.  Mr. Dailey moved to accept Mr. Hardin’s recommendations on how to finalize the project and moved to close the terminal building project.  Mr. LeMaster seconded the motion and it was approved unanimously.

Mr. Brandstetter reported on the AWOS Project’s next steps.  BCI received authorization to proceed in the first week of September.  AWOS siting and location was discussed with Mr. Gray today.  The field survey will take place next week.  A preliminary layout may be ready by the October meeting.  The FCC frequency request has a nine months plus time frame.  BCI will coordinate this with Craig Farmer at KYTC.

Mr. Gray reported that the Kentucky Aviation Conference (September 7-9, 2011) was attended by Airport board members Mr. Lafety, Mr. Gray, Mr. LeMaster, Mr. Dailey and Mr. Oliver, and by Mike and Tracey Potter.  Information was obtained which can be taken to schools.

Mr. Gray reported the Executive Committee met with the FBO and conducted a performance evaluation.  This evaluation comes at the end of their first year of operation.  The original proposal and the projections for the year were reviewed. The FBO received a “job well done” review.

Ms. Potter reported on the electronic gate system and plans for upgrade.  A quote will be obtained for the option of our choice.

NEW BUSINESS

Mr. Dailey reported that an emergency response plan is part of a risk management plan. It would be prudent to have a drill with emergency personnel.  A committee was appointed to investigate the drill procedure and includes Mr. Gray, Mr. Laferty, Mr. LeMaster, and Mr. Click.

Mr. Dailey suggested that some photos need to be taken to showcase the Airport including aerial photos and building/layout photos.  These could be featured on the website.  The FBO have photos which could be used.

Josh Smith, EAA Chapter President, said there would be a chapter meeting on Friday, September 30, at 6:00 p.m.  The FBO will provide hot dogs and hamburgers.  Everyone is welcome.

Ms. Brown brought three logo design submittals from students at the Rowan County High School.  It was suggested that a compass design with plane in the center be enhanced with lettering.  Current lettering includes the name of the airport.
