REPORTS

FBO. Ms. Potter reported on the status August fuel sales, grounds maintenance, and hangar activities.

  • Fuel sales were 1,155 gallons of 100LL with approximately 155 out of the fuel truck and 2,519 gallons of JETA fuel. JETA fuel was delivered today. A G4 plane with 22 passengers purchased 1,600 gallons of fuel. KSYM was published recently and may account for the larger aircraft.
  • The monthly Community Hangar report included PHI Helicopter (2) and Jamie Samuell (2) for a total of $600.
  • The trench drain in front of the T-Hangars is starting to give way in many places. Hangar tenants were notified and cones were placed for safety. The Morehead Utility Plant Board brought two 4×8’ steel plates to cover the worst area and may return with shims and tack weld them in place to keep grates from shifting anymore.
  • The city and county reviewed the drainage issue between the runway and taxiway. Everyone was in agreement that out of the 6 drains, four had grout and two did not. The two without grout were the main issues. The city returned the next day and dug up around the washouts and added grout and back filled with dirt, planted grass seed and covered with straw. They said it may settle some over the winter so they would come back in the spring if needed to fill in.
  • T-Hangar II steel final inspection was completed.
  • Chili cook-off and corn hole tournament will be October 11.
  • EAA Young Eagles Flights will be September 27.
  • Pancake Breakfast will be October 4.

Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairs.

Runway Storm Drain Repair Project. The city and county worked together to perform a much needed repair on the runway storm drain. Thanks go to Harry Clark, Darrell Glover, David Perkins, Jim Nickell, Tracey and Mike Potter, and county and city maintenance crews. A thank you meal is being planned to invite everyone involved and the Morehead State University farm employees who have helped with the manure and hay projects. The committee appointed to organize the event includes Porter Dailey, Charles Derrickson, and Tracey and Mike Potter

Seeding and Site Preparation at New T-Hangars. When the Airport was built, a mountain was leveled out resulting in little top soil. Manure for organic matter was spread which softened up the ground. More manure will be incorporated next week with disc/seeding to follow. We have taken a soil sample for the Rowan County Extension Office to analyze for fertilization needs. The MSU farm will continue to have horse manure for our use. A large truck is needed to haul the manure.

Communications and Security. Mr. Laferty, Chairman.

  • November will be two years since the AWOS III was installed. The warranty period will be over. A maintenance/service contract proposal for $2,400 ($600 quarterly) by Mr. Ed Leach was reviewed. It includes labor and program inspection required by FAA. Parts are the responsibility of the Airport. The motion to approve an AWOS III maintenance agreement with Mr. Ed Leach was made by Dr. Derrickson, seconded by Dr. Fossett, and approved unanimously. Mr. Dailey requested that our insurance be reviewed with KACo to insure the AWOS is properly insured.
  • KSYM/TAF Letter. On September 18, KSYM was published. A letter to Shawn Harley requesting TAF service was signed by the Chairman.
  • anyAWOS, Lansing MI, will provide Nexus Weather Service for $69 per month, up from $50 per month. The new rate will begin October 1.

Brandstetter Carroll Inc. Mr. Brandstetter reviewed project updates.

T-Hangar Project

  • Proposed electrical wiring change order for $8,752 to include two pole 230v single phase power for the bi-fold T-Hangar doors was reviewed. The motion to approve the electrical change order for $8,752 was made by Mr. Dailey, seconded by Mr. Stinson, and approved unanimously. BCI will prepare a letter to the FAA, for the Chairman’s signature, to request funding for the change order.
  • A proposed change order for milling and paving for $12,619.95 is attached per the plan presented on 9.11.14. BCI will pay the net cost of the change order after a credit on remaining invoicing is applied.
  • Remaining asphalt work to be completed within the next two weeks.
  • Certificate of substantial completion as of September 12 was received. This is the date that the warranty begins on the building.
  • Letter of special inspection by structural engineer.
  • Can occupy after asphalt by Hinkle Contracting, estimated at 2 weeks. Job completion date was in August.

Runway & Taxiway Striping Project

  • The final invoice is presented for signature.

NEW BUSINESS

Property Lease Policy. Mr. Dailey followed up on the interest expressed by a private sector business person to build a corporate hangar at the Airport. Mr. Dailey obtained a copy of the lease policy and procedures from the Henderson City-County Airport and suggests that our Board adopt a lease policy similar to what Henderson County uses. An approved lease policy would be the basis for negotiating private land leases. Mr. Dailey suggested that the Chair appoint a committee to develop the lease policy and present a draft at the October meeting. Mr. Stinson, Mr. Oliver, Dr. Derrickson and the FBOs were appointed by the chair to assist in developing the policy. It was noted that any future site for a private hangar would need to adhere to the Airport’s approved land plan and all FAA regulations.

Website Updates. Dr. Mattingly and others met with David Campbell, our webmaster to go over plans for revisions to the website. Changes and updates were discussed. The changes will make the site more appealing and user friendly.

Rowan County Special District’s Citizens Appreciation Day. Ms. Marsh reported that the Airport has been invited to an appreciation day sponsored by the Rowan County Extension Office. The Special Purpose Governmental Entities (SPGE-special districts) include utilities, libraries, fire departments, airport, etc. Mr. James and Dr. Mattingly will represent us on September 30 on the courthouse lawn from 11:00-1:00 pm. Dr. Mattingly made a 4×4’ full color detailed poster (see flyer) highlighting the special aspects and ceremonies held at the Airport. It will be on permanent display in the Airport terminal building lobby.

OLD BUSINESS

Firstair Plane. Mr. James reported that another person interested in buying the grounded Merlin contacted the Airport. The buyer will settle with us. He has offered $3,250 (13 months x $250 per month). Damage to the asphalt from draining fuel is an issue also. It was suggested that the Executive Committee negotiate with the buyer for settlement. The motion to allow the Executive Committee to negotiate with the buyer on the final settlement of the Merlin was made by Mr. Stinson, seconded by Dr. Derrickson, and approved unanimously.

OTHER BUSINESS

Gravity Falls Motor Sports. Mr. Boyd and Mr. Harding requested permission to return with autocross and cruise-ins in 2015. Their organization gave approximately $10,000 to the Shriner’s Hospital for Children, Lexington, KY, as a result of events, with $2,100 gained from Airport events. There are no dates as of yet. The SCCA schedules autocross regional dates after January-February. The motion to allow Gravity Falls Motor Sports to schedule future dates (two cruise-ins and SCCA event on two Saturday/Sundays) was made by Mr. Stinson, seconded by Mr. Gray, and approved unanimously. Dates will be coordinated with FBO.

ADJOURNMENT

The meeting was adjourned at 7:30 pm.
