REPORTS
1. Garver Report: Mr. Mittlesteadt.
a. Emergency Runway and Taxiway Repairs.
The $300,000 Emergency Runway and Taxiway Repair project is underway with 98% of the plans completed. Mr. Mittlesteadt met with Board members (Mr. James, Mr. LeMaster, Mr. Oliver, Mr. and Ms. Potter, and Dr. Mattingly) on Friday, September 18th to discuss and finalize the plans. An advertisement for bids will be placed in the The Morehead News on Friday, September 25, 2015. Bids will be opened on October 2nd at 2pm at the Airport Terminal Building Conference Room. A small victory occurred when Mr. Joe Carter contacted the FAA about a mix design for the asphalt. The mix will be the state stone/state asphalt current mix design, which will save both time and money.
b. 2014 T-Hangar Grant Project Close Out.
Mr. Mittlesteadt scanned plans for the close out and will get them to Ms. Chastity Clark, Program Manager, along with other documents needed. There is an unpaid amount of $3,599 in the Delphi online processing system. Mr. Dailey reported that this was the result of the $3,600 grounding credit received from Jave.
2. FBO. Ms. Potter reported on the status of current fuel sales, grounds maintenance, and hangar activities.
- August fuel sales were 2268 gallons of 100LL and 3300 gallons of JETA fuel.
- The new JETA truck from Jefferson City Flying Service was delivered by Josh Clark and David Razor. It does not need filters and was pre-certified as a military fuel truck. Everything seems to be working well. The old JETA truck will be advertised on Ebay.
- We replaced several runway light bulbs that were out and bush hogged the field on the south side of the fence.
- The EAA Chapter will be hosting Young Eagle flights this Saturday, September 26th, from 9-2pm, weather permitting.
- David Razor did his first solo flight.
- The next Pancake and Sausage Breakfast will be Saturday, October 3.
3. Buildings & Grounds. Dr. Derrickson, Co-Chair updated activities.
a. Hay Contract. The hay cutting provided 300 rolls for the MSU farm. The grass is not high enough to mow again now. MSU will spread manure/organic matter soon. MSU is entitled to all the hay inside and outside the fence. They may be interested in a 5-year contract. We will begin the contract renewal soon. Dr. Derrickson and Mr. Oliver, Co- Chair, will be meeting with MSU representatives at the airport next week to discuss.
4. Communications and Security. Mr. Roberts, Chairperson, reported on activities.
a. Communications. The 2015 Emergency Runway and Taxiway $300,000 Grant Check presentation picture was emailed to Mr. Campbell for the website. Also the board membership was updated to include Mr. Roberts who replaced Mr. Laferty.
b. Security. Mr. Roberts reported that the door to the pilots’ lounge needs a better entrance lock system. He will investigate lock systems and report back. There is a bulb out in the community hangar. It will be replaced as a warranty item. The bulb was recently installed and has a 50,000 hour warranty.
5. Hangar Lease Update. Dr. Mattingly reported there is one vacant hangar. Also, a long standing delinquency was updated today with a small payment but the entire amount was not paid. Mr. Roberts asked if an electronic monthly invoice could be sent as a reminder. Dr. Mattingly reported that most tenants are using automatic bill payment issued by the banks, which is free. Mr. James requested that an email notice to all hangar tenants be sent to advise of the future closure of the runway and taxiway for repairs. The exact dates are not known but it is estimated that the runway repair will take 10 days and the taxiway repair will take 10 days. During the taxiway repair, the runway will remain open. Mr. James requested that the FBO notify the tie down/community hangar tenants know of the closures also.
OLD BUSINESS
Resolution Honoring Donald R. Laferty. Mr. James will invite Mrs. Laferty to the October board meeting to participate in a ceremony honoring her husband and former board member Don Laferty. Mr. James will present her with the previously approved resolution acknowledging Don’s service to the airport and the community. If the presentation is not possible, then Mr. James will deliver the framed resolution to Mrs. Laferty. It was suggested that a picture of the presentation be given to The Morehead News to be published as a newsworthy event.
NEW BUSINESS
1. Declare Surplus JETA Refueler Truck. Dr. Mattingly reported that a new JETA fuel truck has been delivered to the airport. The other JETA truck is not needed. The motion to declare the 1972 JETA truck surplus was made by Dr. Mattingly, seconded by Mr. Clark, and approved unanimously. Other vehicles which have been declared surplus include a truck used as a snow plow and a truck which belongs to the Industrial Authority. Mr. Clark suggested that a good venue for their disposal would be the surplus auctions held by the Rowan County Fiscal Court. Mr. Roberts reported that the City of Morehead may use www.govdeals.com to dispose of surplus items. Since the titles cannot be found, duplicate titles will be sought. The vin numbers are needed.
ADJOURNMENT
The meeting was adjourned at 6:42 pm.
