REPORTS

A.) FBO Activity Report. Ms. Potter.

Fuel sales were 1609 gallons of 100LL and 2392 gallons of JETA fuel.

  1. T-Hangar LIght Replacement. The replacement fixtures have photo cells in them which need to be wired in (white to white, black to black). It was determined that we do not need an electrician for installation. In order to get an energy rebate, Fleming Mason Energy said to take pictures of the installation and documentation.
  2. FME Security Light Installation. No update.
  3. 100LL Truck Fuel Meter.  An Eastern Aviation employee who is knowledgeable about truck meters said our particular meter (manufactured by “Smith”) is a difficult one to find parts for now and it has been modified to accept the type of register that is on it.  He is making some calls to see if someone in the area knows anything about them and has parts. He said it is probably a sheer pin that is in the base but he said that may have been modified also.
  4. Beacon Lights/Wind Sock Repair. Ashley Kidd, electrician, came back out to work on the beacon.  The issue was the ballast was for 250w and the bulbs installed were 400W. He determined the issue with the wind sock is somewhere underground.
  5. Security Camera Estimate. (See Communications and Security, (#d.)
  6. Other
    1. Weed Eat. The Rowan County Detention Center inmates were here for 3 days weed eating and did a really good job. We fed them also.
    2. Fence Repair. The Wells Group will give us a quote on fence repair where trees have fallen on the fence in two places (north and south ends) on the far side of the runway.
    3. The monthly Pancake and Sausage Breakfast will be on October 1.

B.) Garver Report. Mr. Upchurch.

  1. 100% State Funded 2016 Electrical REIL Project. The Kentucky Department of Aviation has agreed to fund a REIL Repair project in the amount of $50,000.  Upon further investigation into costs, Mr. Upchurch notified the KDA that the cost may be as much as an additional $20,000 based on previous and similar installations by Garver at other airports. Mr. Upchurch prepared a grant application for $70,000 for Mr. James to execute and submit following futher communications with KDA on the project funding.  The grant is funded from the Aviation Fuel Tax; therefore, any funds not expended must be returned to the state. Mr. Upchurch was thanked for his aggressive pursuit of our interests in securing funding for this project. The motion to submit the application for 100% State Funded REIL Repair Grant in the amount of $70,000 was made by Mr. Clark, seconded by Mr. LeMaster, and approved unanimously.
  2. 100% State Funded 2016 Crack Repair Grant. Construction documents have been sent to the contractor,  Axtell’s Inc., Jermyn, PA. The week of October 24 has been projected as a start date. The plan is to have a pre-construction meeting on Monday, October 24, with Airport closure Tuesday-Wednesday. All work should be completed by Friday, October 28. The plan is to complete the runway first, the taxiway 2nd and the apron 3rd.
  3. KAA Conference/Garver Dinner. A Garver client appreciation dinner at the KAA Conference (Owensboro) will be on the evening of Wednesday, September 28 at the Miller House and begins at 6:30 pm Central Time. Garver has also offered to pick up any members at the Airport that evening. Contact Mr. Upchurch to schedule pick up.

C.) Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen.

  1. Trailer Parking Lot Update. Dr. Derrickson reported that the Rowan County Road Department graded the area to a depth of 5”.  At that point, they ran into rock. The next step is to lay the fabric on the 80×100’ lot and lay the rock on top.  The project should take 2-3 days to complete. The Road Department Foreman said work could begin as early as in one week.  The rates for parking on the lot need to be determined. A base rate might involve a per foot charge. A charge comparable to community hangar or tie down rental was mentioned. All agreed that there must be an aviation relationship with hangar rental; in other words, no boats, etc. We may not allow a long-term lease unless there is a hangar rental relationship. We have tenants who have businesses  based at the Airport.
  2. Other: Landside Erosion Project. Dr. Derrickson and a helper placed stored seed matts on the erosion area on the steep banks on the entrance road. Seed and fertilizer was also purchased from Southern States. Due to the poor rainfall during August-September, it is not known if the applications will be successful.c)
  3. Other: Easement Request.  Dr. Derrickson reported Mr. Bill Fannin is purchasing land which adjoins the Airport. He and/or Franklin Fannin, Lexington, KY have requested an easement from the Airport from Airport property, presumably to log. A dirt road has been made onto land to the south of the terminal building. The C Roger Lewis Agency has the land listed for sale. Mr. Rogers will research and report back.

D.) Communications and Security. Mr. Roberts, Chairman.

Mr. Roberts and Mr. Upchurch consulted about the proposed security camera system. There are no funds available through the FAA for a security camera system. Mr. Dailey reported that the Gateway ADD had just completed a funding cycle for Homeland Security grants for projects similar to what we are proposing and that funding avenue was a potential.  It was concluded that estimates will be obtained and a grant submitted next funding cycle through Gateway ADD for a project.

  1. Chair Report. Mr. James.
  2. The KAA Annual Conference is September 28-30 in Owensboro. Several board members have registered to attend.
  3. Appointment of Screening Committee. Mr. James appointed Porter Dailey, Bruce Mattingly, Aaron Roberts, Harry Clark, and Jack Holley to join him in serving as a screening committee for an Airport Operator. Ads have been placed on Monster.com; Barnstormers; Trade-A-Plane; KAA, The Morehead News; and our website thomast234.sg-host.com/. The website also contains a job description. Applicants are to submit a cover letter, resume, references, and responses to the Chair. The position compensation along with duties and responsibilitis will be determined and negotiated based on the qualifications and skills of the successful applicant.
