REPORTS
Tracey Potter gave a report on the status of the FBO and Airport activities. She advised the status of fuel sales, grounds maintenance, and hangar activities.
Ms. Potter reported that fuel sales for the month of September were 1862 gallons of 100LL and 4023 gallons of JETA. Fuel sales again were aided by Kentucky State Police training and Military Police purchases.
Ms. Potter reported that the monthly Community Hangar report include Kevin Mays $150.00 and PHI Helicopter $300.00. Kevin Brown paid the October-December 2013 Tie Down lease amount of $75.00.
Ms. Potter reported repairing the PAPi lights on runway 20 and had to bypass a timer to get them to work properly. Both PAPi lighting systems need new timers and one leveling switch. Also rewired PAPis so that they are dimmer at night and not so bright and replaced lights as necessary.
Ms. Potter reported that runway lights and taxi lights were replaced as necessary. We have several lights that have bad transformers underground and need replacing. The depth of each transformer is approximately twenty-four inches. The cost for transformers is approximately $50.00 each.
Ms. Potter reported working on all lighted signs along runway and taxiway. Only two signs work out of nine. The issue is more than light bulb replacement.
Ms. Potter reported that three bad ballasts exist and one bad light in main hangar. There is one bad light in the T-Hangar and need five lenses for the others.
Ms. Potter reported that PHI requested information about crew quarters at the Airport. They would like the Airport’s direction in submitting a plan. Mr. Marcozi, Kentucky Department of Aviation, indicated there are twelve other such crew quarters at Airports. A zoning request form needs to submitted to the Kentucky Department of Aviation. Ms. Potter will advise PHI and Independent Stave Inc. to submit a formal request to the Airport Board by emailing Mr. Gray for crew quarters/office addition at the Airport.
Ms. Potter reported that two students soloed: Mr. Aaron Roberts and Mr. Lincoln Caudill.
Ms. Potter reported there will be another Pancake and Sausage breakfast on Saturday, November 2.
Mr. James and Dr. Derrickson, Buildings & Grounds Co-Chairs, reported on the 2013 Airport plan status report. Mr. James went over actions.
Fertilizer. Approximately 264 tons of lime has been spread and have spent approximately $4700.00. We need to fertilize the back side of the fence at the south end of the runway totaling approximately thirty-four acres.
Mr. Laferty, Communications and Security Chairman, reported on the AWOS installation.
1. Mr. Laferty received a call from Brian Porter, the AWOS installer, on October 22, who had received a copy of the license.
2. A call was made to Mr. Ed Leach who will commission the AWOS this week or next week.
3. Mr. Laferty made a call on October 24 to NOAA Jackson station and spoke with Mr. Tim Stanley and filled him in on the latest information on the AWOS installation. A request was made for a representative to be here during the commissioning process to explain what is required for TAF and METAR data FTI (federal telephone interface) to provide information to the modem. SJS (K22) pays $60.00 for the service.
4. Mr. Laferty called Shawn Harley, Jackson Airport JKL on October 29.
5. Mr. Harley returned the call on October 30. He will be here himself for the AWOS commissioning or will send someone (Tim Stanley).
6. Mr. Laferty received a call on October 31 from Brian Porter, the AWOS installer, who said the person or firm that submitted the application to the FCC should make sure they send the original license to M97. The duplicate can be used for the commissioning ceremony.
7. Mr. Laferty received a call on October 31 from Mr. Ed Leach, commissioning agent, who said he and others would be here the week of November 11 to commission the AWOS. The date would probably be the Tuesday or Wednesday of that week.
8. The FAA needs to be notified that updates will occur when M97 converts to SYM.
9. The frequency here for the aviators is 119.950.
Mr. Dailey requested the cost of the yearly maintenance for the AWOS. Mr. Laferty will request this information and reported that another Airport’s cost was $60 per month. The same person who services the Fleming-Mason Airport and the Big Sandy Airport may service our Airport.
Mr. Laferty reported that he was successful in contacting the software supplier to change the Airport announcement message from pronouncing the county name correctly from “Roe-wen” to “Rouh-wan”. Also he informed them that when our number is called and the announcement comes on, it sounds “raspy”.
Mr. Hardin reviewed project updates.
AWOS Project
- Frequency approval dated September 30, 2013.
- Frequency installation is scheduled to occur first two weeks of November.
T-Hangar Project
- The FAA has approved the grant application documents for the hangar project. Gap funding may be needed for any additional amount above $800,000.00 with one-half state and one-half Airport sharing amounts. Mr. Dailey requested that Mr. Hardin check to see if there is any old FAA money so that we don’t lose it. Some monies had to be spent by a certain date.
- The T-Hangar grant application is a multi-year project.
- KDA will not allow the award to Packs’ Inc. because they were not KTC qualified at the time of the bid. KDA policy was added since Administration building project. Mr. Potter reported, however, that T-Hangar project plans were hand delivered to the Airport.
- Must re-bid project allowing only KTC pre-qualified contractors. The motion to rebid the T-Hangar project was made by Mr. Oliver, seconded by Mr. LeMaster, and approved unanimously.
- Mr. Dailey requested information about 7.5% state money which has not be received by the board before the latest bid. They still owe us 7.5% of $34,000.00 worth of billings. Ninety percent of that project was funded with the Airport funding 2.5%. The other 7.5% has not been received. This was requested through Mr. Brandstetter in a past meeting. Mr. Hardin said he would look into the request and speak with Mr. Craig Farmer.
Runway Storm Improvements
- BCI completed a field walk of the drainage system on September 30th. Mr. Tim James and Mr. Mike Potter reviewed all existing structures and determined scope for mitigation of failures.
- BCI will present a summary report of the findings, along with cost estimates, at the November board meeting.
Other Items
- BCI met with Mr. Eric Stinson on September 30th to discuss funding processes to coordinate grant administration with the FAA.
- Mr. Gray reported that Mr. Craig Farmer reported there will be no reimbursement from the state for a re-seeding project last year.
