Morehead-Rowan County Airport Board Minutes

October 30, 2014

Chairman Tim James called the meeting to order at 6:05 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport.  Other members present were Don Laferty, Charles Derrickson, Jim LeMaster, Mike Gray, Eric Stinson, Ron Oliver, Bruce Mattingly, Porter Dailey, and Tom Fossett.  Guests present were Tracey and Mike Potter – FBO; Ian Beattie – Brandstetter Carroll Inc.; Harry Clark – Rowan County Fiscal Court liaison; and Barbara Marsh – Assistant Secretary-Treasurer.

Mr. James reported that approximately 35 city, county and MSU personnel attended the appreciation dinner held on October 16. The dinner was catered by Pops BBQ. Dr. Mattingly’s plane was available for viewing and corn hole games were available. Mayor Perkins was able to attend. Appreciation was expressed to the workers for their valuable and timely help. Many favorable comments were heard from the workers for the Airport’s efforts to show their appreciation.

Mr. James presented the Minutes of the September 2014 meeting.  Mr. Gray was present at the September meeting but was reported as absent. The motion to accept the amended Minutes of September 2014 with Mr. Gray as present was made by Mr. Dailey, seconded by Mr. Gray, and approved unanimously.

Dr. Mattingly presented the Financial Report for the period ending September 30, 2014. The report consisted of five pages including September Statement of Activity and for the fiscal year (July-September 2014). Unforeseen expenses may alter the budget. The AWOS nexus monitoring agreement was increased from $50 to $69 per month. The AWOS system maintenance agreement will be $200 month for a total of $2400 annually. The 100LL fuel truck was purchased for $4300 and is a $200 per month expenditure. The motion to accept the September 2014 Financial Report was made by Mr. Stinson, seconded by Mr. Oliver, and unanimously approved.

REPORTS

FBO

  • Fuel sales were 1,560 gallons of 100LL and 3200 gallons of JETA. Big airplane traffic seems to be picking up and may be because the change from M97 to KSYM is being recognized.
  • A wastewater management inspection was requested by Mr. Farmer. A plan was given for management of solvents, waste oil, a report form for types of fuel and usage, grass clippings as a contaminant, etc. A question asked concerned the drains in the hangar and if they are connected into the city sewer. Per Mr. Oliver, the drains are run through a separator and into a trench drain.
  • Replaced bulb in rotating beacon.
  • Changed oil in fuel trucks.
  • The EAA Chapter gave 50+ young eagle flights on the September 27th.
  • Grass seeding around the hangars has been completed.
  • Cova Cornett bought an airplane which will be based here.
  • JAVE LLC, hangar contractor, was at the Airport yesterday, October 29.
  • The next pancake and sausage breakfast will be November 1.

Grounds.  Dr. Derrickson and Mr. Oliver, Co-Chairmen, reported on activity.

  • Lighting. There are many lights which need to be replaced at the Airport. A list of the replacement bulbs and transformers is needed. The current transformers are not made for LED bulbs. If a change is made to LED lighting, will it be too bright for pilots? A meeting will be set up next week to go over plans for lighting/transformer replacement and suppliers. It was determined that this is a safety issue. Another avenue for funding this maintenance item could be AIP funds. A nearby airport replaced their lighting with LED in the main hangar and with alternating lights replaced in the second hangar.  The cost of the increased capacity/wattage will be determined in an upgrade.
  • Morehead city workers made improvements in the runway storm drains. Rowan County government workers brought approximately 15 loads of manure from the MSU farm. It was used at the new hangar site and was disked in.  Preparations were made for seeding in the site. In addition, across the taxiway where it has been difficult to get grass to come through the rough surface, manure was placed and reseeding was performed. This organic matter will help with improvements to the soil.
  • MSU farm will provide horse manure and spread, but we must provide hauling. A small truck would not accommodate the loads.  A large truck is needed for the hauling.

Communications and Security. Mr. Laferty, Chairman, indicated there were no security issues.   Our AWOS station has been in operation for one year and providing data with no interference. Our ID was changed on September 18 to KSYM. Last month our chairman submitted a letter for TAF (terminal area forecast) and detailed weather reports. Mr. Shawn Harley of the Jackson area station reported the good news that the TAF approval (from Boulder, CO) should start showing up in December. It is not appearing on AirNav. This upgrade comes from Atlanta, GA. The correct form has been filled out reporting AWOS stats. Agencies involved include the National Oceanic and Atmospheric Administration which feeds info to the FAA. Form 5110 may need to be updated.

Brandstetter Carroll Inc.  Mr. Beattie reviewed project updates.

T-Hangar Project

  • Asphalt paving completed.
  • Building is being occupied by tenants.
  • Status of proposed deduct Change Order for $2,686.68 for non-performance of grounding receptacles. Mr. Oliver expressed concern that the bid price to install the grounding receptacles was much higher than the credit being given by the contractor.
  • Certificates of completion have been received from all trades and Certificate of Substantial Completion has been delivered.
  • BCI is working with FAA on the reimbursement for the FY2015 funds for the project.
  • Mr. Stinson requested the amount owed on the project.  Mr. Beattie will follow up with an email.
  • Mr. Farmer will do a walk through soon.

Runway & Taxiway Striping Project

Mr. James signed pay request.

Runway Storm Improvement

  • KDA Grant Application submitted in March for $121,155. We will not pursue. These funds may be requested for other projects.
  • BCI has not received any correspondence from KDA regarding the request.
  • Grounds Committee sought help from the City of Morehead and Rowan County to complete most of the repairs. Grading may be needed.

Ramp Tie Down

  • KDA reported on March 24, 2014 that they had planned on funding a tie down project in 2013.
  • If funds are still available, will try to fund in 2014. BCI suggested requesting a Change Order for the T-Hangar Contractor to include in their scope of work. This was not pursued.

Drainage Project

  • No Update.

Striping Between T-Hangars (Follow up on Runway & Taxiway Striping Project)

  • A question about the center line and turn out stripping between the two tee hangars striping was asked. Mr. Beattie will get back to the FBO on this issue.
  • It will also be necessary to amend the grant request to KDA for the runway and taxiway striping project as an accepted add alternate was not incorporated into the initial grant request resulting in an approximate $2,700 discrepancy between the invoiced amount and the grant approval amount.

NEW BUSINESS

Dates for November and December Board Meetings. The November and December meetings fall on the Thanksgiving and Christmas holiday dates. The motion to move the meetings in November and December to November 20 and December 18 (one week before regularly scheduled meetings) was made by Dr. Mattingly, seconded by Mr. Laferty, and approved unanimously. The Morehead News will be notified of the change in meeting schedule.

 OLD BUSINESS

Firstair Plane.  Mr. James facilitated, with advice of Mr. Rogers, the abandoned Merlin storage fees and received a check for $6,000. A future month tie down fee of $250 has been received also.

Property Lease Policy. Mr. Dailey reported that the committee is still gathering information.

Web-site Update: Dr. Mattingly reported that a committee met several weeks ago to make suggestions about revisions to the web-site. Old information has been archived and other information has been streamlined. There are important links to other sites; however, the Google map still indicates the Airport is located on Kissick Road instead of Rodney Hitch Blvd. If updates or changes are suggested, please contact Dr. Mattingly.

Rowan County Special District’s Citizens Appreciation Day: Ms. Marsh reported that the Airport was represented by Mr. James and Dr. Mattingly on September 30 on the Rowan County courthouse lawn. A full color poster of Airport activities was displayed. The event was sponsored by the Rowan County Extension Office for SPGE districts. The poster was displayed for board members and guests.

OTHER BUSINESS

SURPLUS TRUCK.  Mr. Clark reported that Rowan County Fiscal Court had decided to buy two new snow trucks with delivery in six-eight weeks. The Court will have a one ton truck with snow plow available as surplus. The truck has some rust on the frame and may need a plate welded on. The truck has been designated as surplus/salvage and will be offered to the Airport by the Court.

This is the last meeting that Mr. Clark will attend because his term ends as magistrate with the November 4 election. The new liaison appointment may be Mr. Darrell Glover, a magistrate who has worked many times with the Airport on various projects. Mr. Clark stated that he has enjoyed his time as liaison and thinks that a key to economic development in Morehead-Rowan County is the Airport. He also stated he appreciated being involved with such a professional board. During his tenure as liaison, two fuel trucks had been acquired, an additional T-hangar has been completed, and a great road had been built to the facility. He believes that the county will greatly benefit from these additions, and he commended the board for their dedication.  Mr. James thanked Mr. Clark for his dedicated service and the interest he has shown during his tenure.  All board members congratulated and thanked Mr. Clark for being such a great friend and promoter of the airport.

Amendment to July 2014 Board Minutes.  Dr. Mattingly reported that Mr. Fluty requested a correction to the July 2014 Board Minutes. Mr. Fluty indicated that he did not suggest that “a transient airplane tax” should be considered for future revenue, as stated in the minutes. The July Minutes should read, “Mr. Fluty suggested that future revenue could include a county airport tax.”  The motion to correct the July 2014 Minutes to read “Mr. Fluty suggested that future revenue could include a county airport tax” was made by Dr. Mattingly, seconded by Mr. Gray, and approved unanimously.

Authorize Engineering Services Selection Process:  Following a discussion a motion was made by Mr. Stinson and seconded by Mr. Oliver to solicit proposals for engineering services through a Request for Proposal process and that the Executive Committee be authorized to post the required advertisements in accordance with Board procurement processes, review the qualifications of the proposers and recommend a short list of the most qualified firms to be interviewed by the board.  The motion was unanimously approved.

ADJOURNMENT

Mr. James adjourned the meeting at 7:35 pm.
