REPORTS
a. FBO Activity Report. Ms. Bozarth.
Fuel sales were 1622 gallons of 100LL and 2565 gallons of JETA fuel.
- T-Hangar Light Replacement. The replacement fixtures are wired with the photocells and ready to install on the original set of T-Hangars. Installation will be reviewed for correct procedure. In order to get an energy rebate, Fleming Mason Energy said to take pictures of the installation and document. Mr. Oliver will consult with Building Enforcement in Frankfort and/or Mr. Joe Parksons, Morehead Building Inspector/City Planner.
- 100LL Truck Fuel Meter. A quote of $989 has been given for repairs. The repairs will be completed within the next couple of weeks.
- Security Camera Estimate. (See Communications and Security, (#d.)
- Other
a. Fence Repair. The Wells Group has given us a quote ($975) on fence repair where trees have fallen on the fence in two places (north and south ends) on the far side of the runway. The estimate will be given to our insurer, KACo (Kentucky Association of Counties – All Lines Fund). The Wells Group will be contacted after insurance review.
b. The Crack Seal Project crew have been great and have not wasted any time, working until 9pm on Tuesday night.
c. The monthly Pancake and Sausage Breakfast will be on November 5.
b. Garver Report. Mr. Upchurch.
- 100% State Funded 2016 Electrical REIL Project update. The $70,000 application has been submitted to KDA. A 3rd party fee review was offered to the board but after a discussion, the board found it unnecessary to request. Garver will send the fee request to KDA.
- 100% State Funded 2016 Crack Repair Update. A pre-construction meeting was held on Monday, October 24. After completion of the runway and taxiway, it was found nearly all of the allotted 39,000 linear feet of the project had been used. After a review of the remaining work, Mr. Upchurch contacted Mr. Craig Farmer to request an additional $6,000 to finish the project. The estimated $250,000 project was low bidded at $44,000. All work will be completed by this evening, October 27. A preliminary walk through will be done tonight upon completion. The runway, taxiway, and apron were crack sealed by Axtell’s Inc., Jermyn, PA.
- Trench Drain Proposed 2017 Project. He estimated $440,00 project may include replacing the trench drain completely, milling pavement, and installation of slot drains near the T-Hangars. FAA money for this project may not be available until next summer (June 2017), if approved. Mr. Sisemore, Garver VP, said last Monday that the engineering scope of work could be “front loaded” if money is advanced by the board (estimated $20,000) and would be fully reimbursable by the FAA. If the board elects to go this route (front load the project for admin, design, and bidding), this would require a contract to be reviewed, approved, and executed between the Board and Garver. The board would cover the costs until the FAA grant could be secured and then costs could be drawn down from the grant to get the board reimbursed. The projected funding breakdown for the project would be 90% FAA, 7.5% KDA, and 2.5% local.
c. Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen.
- Trailer Parking Lot Update. Dr. Derrickson reported that the 80×100’ Trailer/Eqipment parking lot area has been completed. The Rowan County Road Department was instrumental in completing the project with labor and equipment, coordinating rock and hauling by Hinkle, and fabric felt rolls from Caudill Seed. In addition, a grader and an end loader were used on the project. Mr. Joe Curd of Curd Surveying was instrumental in surveying the property, setting elevation, and grade stakes. Mr. Curd did not ask for reimbursement. A thank you letter will be sent to Curd Surveying expressing our appreciation. After rates for usage are determined, there will no parking of any equipment on airport property except in striped areas. Mr. LeMaster reported that red line drawings of the project will be made. Board members Jim LeMaster, Ron Oliver, Harry Clark, and Charles Derrickson were a key part of the success, working behind the scenes to accomplish the project. These types of services are invaluable to the board and deserve the thanks of all. The Rowan County Road Department also keeps our roads in good shape.
- Trailer Parking Lot Rates. Mr. Oliver offered a review of proposed rates for the trailer/equipment parking lot. Currently we charge $25/month for a tie down spot on theparking apron. Cincinnati airport area parking (offsite) varies from $3.50-$8.00 per day. Ft. Meyers off airport storage can be found for $60/month or $10/day. We need to have an area available and set a rate that discourages full time use of our parking lot by anyone individual or be enough to be a profit center for the airport. A proposed charge of $4/day; $20/week; or $60/month for vehicles or trailers up to 40’ in length was discussed. If there is anything over 40’ up to 80’, a proposal was made to double the fees. The area cannot accommodate anything over 80’. In addition, anyone parking anything on the lot must have a hangar tenant lease arrangement in place in order to use the area. The enforcement will be by the FBO/Manager with discretion and common sense. A lease of the lot will not be used for the daily rate. Mr. LeQuire has a powered parachute business out of his hangar. His clients would be charged a $4 rate per day to park their equipment while it is being serviced. Mr. Josh Clark reported currently if someone buys fuel, he/she is not charged a tie down fee. No use of airport electricity will be allowed (e.g., extension cord from hangars). A sign needs to be made publishing rates and conditions for use. Other suggestions were to publish a newsletter and to post on the website. Dr. Mattingly will draft a lease agreement for the Trailer Parking Lot. The motion for Trailer/Equipment Parking Lot rates of $4/day; $20/week; $60/month for vehicles or trailers up to 40’ in length; and rates to be doubled for over 40’ to 80’ in length, was made by Mr. Dailey, seconded by Mr. Clark, and approved unanimously.
- Hay Contract. Dr Derrickson reported that he and Mr. James met with MSU’s farmmanager, Mr. Joe Fraley, the meeting was encouraging. Mr. Fraley’s concern is that the airport (to be an asset to Morehead State University) needs to produce at least 1000 roll bales per year. In this manner, he could use all the hay from the airport instead of buying from small suppliers. The yield has been only 300 bales this year, with a very dry summer, and no second cutting. He said the yield has been double where manure has been spread in the past. Mr. Fraley offered to bush hog the area across from the large field, and improve it with fertilizer for future use. Soil samples will be taken next week. Nitrogen will be added as needed. With the poor soil at the airport, much improvement is needed. The MSU farm has ample supplies of horse manure, but hauling is an issue. The Rowan County Road Department has been most helpful in the past for hauling but they are now without one truck and are behind in their work and soon will be using the trucks for snow removal. The use of private haul trucks was discussed. Mr. Josh Clark offered to haul for $75 per 18 ton-10 cubic yard truck load.
d. Communications and Security. Mr. Roberts, Chairman.
Security Camera. Mr. Roberts reported the security camera project will be bid later in the cycle. Mr. Dailey reported that the Morehead Utility Plant Board recently had information on a security system and would consult with Mr. Roberts.
e. Chair Report. Mr. James.
- Status of Airport Manager Applications. Mr. James reported that five applications have been received and reviewed. The screening committee had made an initial review of the applications. The committee will wait to see if more applications are received and a number to interview will be recommended to the board. The applications received can be for FBO or Manager, with Full Service A & P, Flight Instructors, office help, and others being possibly hired independently.
OLD BUSINESS
a. Request for Easement. Mr. Rogers reported that the initial purchase of the airport property was at a per acre price and was at considerable expense. It is government property. It is recommended that an easement not be given for a private entity.
NEW BUSINESS
a. Selection of Date for Special Board Meeting in November. The next scheduled meeting falls on November 24, Thanksgiving Day. The motion to set the next meeting on December 1 (a special called meeting) was made by Dr. Fossett, seconded by Mr. Gray, and approved unanimously. The date will be placed on the website and in the newspaper.
b. Appointment of Parking Lot Fee Committee. (Please see Buildings & Grounds, #c, 2.)
c. Veterans Day Speaker. Mr. Harry Clark reported Colonel Steve Parker, Commissioner of the Kentucky Department of Aviation, is the principal speaker at the Rowan County High School Veteran’s Day recognition. He invited board members to the event to support Colonel Parker.

The meeting was adjourned at 7:20pm.
