The largest expense was to Hinkle Contracting ($25,157.50) for parking lot construction.  Grounds improvement accounted for $4,433.38.  There will be large expenses coming for the installation of the water lines and the master meter.  The estimated expenses are $60,000-80,000.  The motion to accept the September 2011 Financial Report was made by Mr. Oliver, seconded by Dr. Derrickson, and unanimously approved.

REPORTS

Tracey Potter gave a report on the status of the FBO and Airport activities.  She advised the status of fuel sales, community day preparations, grounds maintenance, and hangar activities.

Ms. Potter reported that fuel sales for the month of September for 100LL were 1,410 gallons and JETA fuel was 1,719 gallons.  A truck load of 100LL fuel was purchased.  Total gallons on hand are 9,085 of 100LL fuel and 3,965 of JETA fuel.

Ms. Potter reported on the following:

  • Community Day, October 1, was a success despite the weather which was cool and windy.  The EAA Chapter gave 54 young eagle flights and there were also several other airplane rides given throughout the day.  An estimate of the attendance was 300-400 people throughout the entire day. The breakfast was attended by 120 people.  There have been quite a few visitors come out to visit the airport since then and we have given more rides.
  • There will be another breakfast on the first Saturday of the month on November 5.
  • Contacted Jamie from Sun Electric to remove the keypad entry for the pilot’s lounge so it can be sent back to the manufacturer.
  • The building inspector visited and signed off on the building since handicap parking has been installed.
  • There is water to the fire hydrants.
  • The men’s bathroom tile replacement project has begun.
  • The High School project plane is in the hangar.
  • Community Day expense incurred in October will include one fuel fill up for the jet ($972) and fuel he used that day ($222.80). Complete expenses will be given at the next meeting.

Mr. Gray congratulated Tracey and Mike Potter and Dr. Fossett, Chair of Community Day activities, for a job well done and thanked them for their dedication to the project.

Dr. Derrickson reported on the following:

  • Water is ready now for the airport, but the sewer is not ready yet.
  • The walkway from the parking lot would be much simpler if it comes through the fence. A walkway from the parking lot to parking lot is not his preferred method.
  • The KY Division of Forestry has agreed to work several days for the Airport.  Due to the length of time offered, a good use of their time would be for erosion/drainage issues. They also agreed to donate time in the spring.  They may also be used for tree planting for the wind break project.

Mr. Brandstetter reported on the following:

AWOS III:

  • AWOS: BCI received authorization to proceed the first week of September. Mr. Brandstetter will check with Frankfort to see if we can start before the money is received.
  • AWOS siting and location is as shown on preliminary plans.
  • The field survey is complete.
  • FCC Frequency request (9 months plus time frame) is 90% complete.  BCI needs FAA Study number for FCC Forms 854 and 601. Request submitted to FAA for number.

T-Hangar Construction:

  • BCI will complete field survey next week
  • Project has not yet been authorized by FAA for funding
  • 12 unit building erection – $350,000 (42’ wide with bi-fold doors)
  • Does not include site work or paving
  • Cost is based upon current steel prices and market has been going up 20%-30% each year
  • Mr. Mike Thompson will be at the airport next Tuesday for a meeting and AIP funds will be discussed

Terminal Building Final Pay Application:

  • Mr. Hardin is holding the final pay application until the punch list is completed.
  • It was reported that the conference room baseboard was wet and this item should be added to the list of items discussed on the punch list.

Mr. Gray reported on the review of estimates for the back fence line clearing project.  Total Landscape (Chuck Wilburn) was determined to be the most complete proposal and has a clear understanding of the project.  Plans include sowing winter wheat and fescue after clearing a 12’ right of way. According to Mr. Gray, after negotiation the final cost is $8,680.  It includes cutting, hauling and burning debris. It was the consensus that while the Total Landscape proposal was not the lowest bid, it was the best bid.  The motion to accept Total Landscape’s estimate was made by Mr. Oliver and seconded by Mr. Stinson, and was approved unanimously.  Mr. Rogers will review if there are other land owners in the area to determine if more people need to be contacted. Only after this determination is made will work begin on the project.

Ms. Potter has not received the information needed for the electric gate and has called to remind the vendor.

Mr. Laferty is working with Darrel Glover, MMRC Fire Department Chief, on plans for a practice emergency drill.  Plans include a simulated crash site, fuselage and soaked wood, and use of a dry agent for fire emergencies. Mr. Laferty will work with the FBO to investigate dry agents and the cost of an AFFF fire extinguisher system and what the requirements are for its usage for Jet fuel extinguishing. The drill procedure committee includes Mr. Laferty, Mr. LeMaster, Mr. Click, and Mr. Gray.

Ms. Brown reported on the logo design by Sarah Vaughn, Rowan County High School student. The revised logo will be emailed to all board members.  The logo features a compass design with plane in the center and the airport name.

NEW BUSINESS

Mr. Gray reported that water meter locations need to be determined and suggested that meters be placed at the terminal building and the residence. The motion to place meters at the terminal building and residence by Dr. Derrickson and seconded by Mr. Stinson, and approved unanimously.  The cost will be $500 per meter.

Dr. Derrickson brought information about a sewer meter, tap fees to hook up and a forced water gravity grinder to completie the sewer system.  No decision was made regarding the residence as the current septic and lateral field worked fine.

Dr. Derrickson reported that the road in back of the airport needs to be kept open for safety concerns. The road was recently graded down and rock applied; however, more rock needs to be bought for this location.  A training program was used for the application.  It was suggested that a thank you note to the County be sent to show our appreciation.

Mr. Gray noted that the November meeting falls on Thanksgiving this year.  It was the consensus that the meeting be held on Monday, November 21.  This will be a special meeting and only agenda items can be acted on.

Mr. Gray reported that a thank you letter to the Kentucky National Guard and Veola (local sanitation) will be sent by Mr. Lemaster.

Mr. Gray reported that the Kentucky Aviation Museum will host a dinner on November 19 at the Bluegrass Airport from 2:00-3:00 pm.  The cost will be $25 per person.

Mr. Dailey suggested that our FBO be introduced to the Gateway Area Development office to pursue grants which may be available for local government agencies.  Dr. Derrickson will accompany Mike and Tracey Potter to the office.

Mr. Laferty reported on indoor and outdoor speakers which allow the office to hear the unicom.  Mr. Laferty will donate an indoor speaker.  The outdoor speaker will cost $63.99. A motion to purchase outdoor speakers for the Unicom was made by Mr. Oliver and seconded by Mr. Stinson, and was approved unanimously.

Mr. Gray adjourned the meeting at 7:00 p.m.
