  • Ms. Potter reported that the monthly Community Hangar report include PHI Helicopter $300.00.
  • Ms. Potter reported that the AWOS is working but still has a continuous light on 24/7.
  • Ms. Potter reported needing a solution to snow removal this winter. Mr. Gray will consult with the Rowan County attorney as to the proper procedure for declaring property surplus. Mr. Dailey reported the Morehead Utility Plant Board is declaring property surplus and will transfer a vehicle which may be used for snow removal.

Grounds
Mr. James, Co-Chair, went over actions.
RFP. A request for proposal is being prepared for spring/summer 2014 hay contracting. It will be advertised in Rowan-Bath-Fleming county newspapers.
Fertilizer. The final lime application was not made due to the truck being inoperable.
Communications and Security
Mr. Laferty, Chairman, reported on the AWOS/NADIN.
1. Mr. Laferty reported that the AWOS had been commissioned by Mr. Ed Leach and others. Mr. Leach will submit the appropriate papers and Mr. Laferty will submit a NOTAM.
2. Six months of data from the AWOS is the minimum time period for establishment of data which is required.
3. A maintenance proposal for the AWOS was emailed to Mr. Laferty from Marilyn Wulfekuhler, of anyAWOS. The service monitors observations sent to FAA, NWS, Flight Service and “the rest of the world”. A small machine is placed at our location which fetches an observation from the AWOS once every five minutes and sends it to their servers. It is seen there before it is seen by the FAA on their website. http://www.anyawos.com/KMDS. The screen has 24 hr. rainfall (for agricultural interests).
4. Full service maintenance cost option 1 is $1500.00 installation charge and $89.00 per month. The anyAWOS company would configure the system, and then ship it to us for easy installation. If the unit fails in any way (including lightning damage), they would replace and ship a new unit at their expense. Observations coming back from the FAA would be checked to make sure the loop is completed. A low cost option 2 is $500.00 initial set up and $50.00 per month. For this service, we would get only the data piped to the FAA, no monitoring, no notification, no web screen, and we are responsible for replacement of damaged equipment. Mr. Brandstetter reported that the Airport receives $150,000.00 per year through capital improvements. Mr. Brandstetter will ask Mr. Craig Farmer, Transportation Cabinet Engineer Branch Manager, for additional funds for the service. The motion to accept option 2 at $500.00 installation charge and $50.00 per month service fee was made by Dr. Fossett, seconded by Mr. Oliver, and approved unanimously.
Brandstetter Carroll Inc. Mr. Hardin and Mr. Brandstetter reviewed project updates.
T-Hangar Project
The 2nd bidding/estimated construction schedule:
o Advertise: Week of December 2, 2013
o Pre-bid meeting: December 19, 2013
o Bid opening: January 9, 2014
o Contract award: January 30, 2014
o Mobilization: January 30 – March 5, 2014
o Start of construction: March 6, 2014
o Substantial Completion: August 22, 2014
In consideration of available funds, an option would be to reduce square footage so that the base bid would be eight units with alternates of 10 units and 12 units. Mr. Hardin will check with Mr. James Williams, Project Manager, about part of the T-Hangars being alternates. Mr. Stinson reported that the $18,500.00 Airport match will be a challenge this year. A funding source may be city or county funds.
Mr. Gray has documents to sign requesting 7.5% state money which has not been received by the board before the latest bid. The amount owed us is $2,550.00 (7.5% of $34,000.00 worth of billings). Ninety percent of that project was funded with the Airport funding 2.5%.
Runway Storm Improvements
  • BCI completed a field walk of the drainage system on September 30th. Mr. James and Mr. Potter reviewed all existing structures and determined scope for mitigation of failures.
  • A summary report of the findings, along with cost estimates, is provided in the handout (14 pages). The opinion of probable cost is estimated to be $102,925.00 (cost $89,500.00; contingency @ 10% – $8,950.00; owner cost @ 5% – $4,475.00). Mr. Brandstetter will consult with state sources for funding on the runway storm improvement. Mr. James suggested that the soil conservation analysis obtained earlier could be combined with the summary report to provide a more in depth presentation.
OLD BUSINESS
Insurance and Liability. Mr. Stinson reported that liability insurance needs to be purchased. He has contacted the previous vendor and requested installment payments. Eastern Aviation and Shell Aviation will be added as additional insured.
Air Flight International Aircraft. A registered letter was sent to the owner of the grounded plane explaining the charges associated with the abandonment of the plane. The return comment was that a ferry permit was needed. We may have to threaten a lawsuit to obtain the fees imposed.
ADJOURNMENT
Mr. Gray adjourned the meeting at 7:24 PM.
