The Minutes of the October 27, 2011 meeting were presented.  The motion to approve the minutes was made by Mr. Oliver and seconded by Mr. Laferty and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending October 31, 2011. The report included 6 pages and included a profit/loss statement.  Included in income are the 2nd quarter T-Hangar and Tie Down rentals.  Expenses include Roe Insurance Agency for Directors and Officers policy.  The fuel account had sufficient funds to purchase 100LL fuel for $35,347.73.  During FY 12 to date (July-October 2011) expenses have been $85,468 greater than income received.  Additional other major upcoming expenses include parking lot paving for approximately $17,000 paid by County on behalf of the Board and one-half of the expenses related to the labor cost for installation of the water line by MUPB.  Mr. Dailey also reported that the CD was renewed at the Whitaker Bank.  Last year we received 1% interest on the CD.  At renewal we are scheduled to receive .06%.  The motion to accept the October 2011 Financial Report was made by Mr. Dailey, seconded by Mr. Laferty, and unanimously accepted.

REPORTS

Mr. Gray reported that our water permit expired at the end of October and we received a three month extension.  Also, the FAA made a visit here and looked at everything.  They were very complimentary of our airport.

Tracey Potter gave a report on the status of the FBO and Airport activities.  She advised the status of fuel sales, bathroom repairs, grounds maintenance, and hangar activities.

Ms. Potter reported that fuel sales for the month of October for 100LL were 1,680 gallons and JETA fuel was 1,546 gallons.   Total gallons on hand are 7,525 gallons of 100LL fuel and 3900 of JETA fuel.

Ms. Potter further reported on the following:

  • There will be another breakfast on the first Saturday of the month on December 3. Santa will fly in for the breakfast.
  • Contacted Jamie from Sun Electric to remove the keypad entry for the pilot’s lounge so it can be sent back to the manufacturer.
  • An upgraded wireless entry gate for vehicles would cost approximately $3,000.  As an alternative, if a phone line were to be cut into the pavement (and sealed with black caulk), a push button could be installed and used to alert those indoors who could assist with entry through the gate. In a related matter, a boost to the current gate opener remote will be made soon.
  • The men’s bathroom tile replacement project has been completed by the Potters’.
  • Mr. Laferty assisted with speakers for the Unicom in the hangar and front entry.  The indoor and outdoor speakers will allow the office to hear the Unicom.  Mr. Laferty donated the indoor speaker.
  • A new heater was installed for the 100LL fuel pump.
  • There are many pieces of equipment and materials owned by the airport. It is suggested that a tool shed with closet for storage of flammables, safekeeping of equipment, and general security of materials, be built in the corner of the community hangar. The suggested size is 15’x20’.  The lumber for the project is left over and already on site. It would not interfere with planes. An added space could be used if a roof for the room is added and stairs installed. Ben Brandstetter will look at the design and report back.
  • A private ground school is currently in session for two students.

Dr. Derrickson reported on the following:

  • The KY Division of Forestry has agreed to work several days in the spring for the Airport.  They will help with erosion/drainage issues.  If the help is wanted, they request that we furnish their fuel.  We could go behind them with seeding and/or netting.
  • Estimates for a concrete walkway from the lower parking lot to the upper parking lot have been requested.  Two or three estimates are expected.  Next Monday the Executive Committee will meet to look at the estimates and award a contract if appropriate.
  • The back fence line clearing project involves owners who are in partnership (Phil Conn and the Williams family).  The owners will meet to walk the property on the November 30 (or the next day). They are interested in timber. It is suggested that the Forest Service mark any timber on the property (may involve a fee).
  • The Potters are scheduled to meet with Gateway Area Development District on December 6 @ 10:00 am. The meeting is to introduce the FBO to the agency which may be able to help with funding for projects.
  • The Morehead Utility Plant Board has been paid for water taps to the Terminal Building and the FBO residence and work is scheduled for next week.  The sewer connection to the Terminal Building will not be completed for 2-3 weeks due to the electricity connection to the grinder/pump station. It was decided that a sewer tap to the residence will not be made due to the $3,000 grinder cost plus $1.20/foot installation. Due to running into rock, the sewer work to the main site was slowed.

Mr. Brandstetter reported on the following:

Meeting with FAA

  • On November 1, the FAA met at the airport to review current engineering plans.  A conference memo with notes was presented.
  • Mike Thompson with the FAA will be back on November 27.  Ben is working on the grant application for the T-Hanger project.

T-Hangar Construction

  • The new 12-bay T-Hangar cost estimate is $690,000. The FAA has given verbal approval to proceed with the project. The Airport Board could phase the project with design in 2012 and construction in 2013 to match available funds.

AWOS Project

  • The state bid process will be generic for AWOS providers.  Vendor literature was provided to board members.  Both systems have wireless option for data link to the terminal.  A UHF antenna will be used from AWOS tower to FBO.
  • KYTC will allow bidding to take place prior to FCC approval.
    • Craig Farmer will be contacted about his schedule.
    • Bids could be let at the end of December.

Terminal Building Punch List

  • Photos were taken of the water/baseboard issue in the conference room.

Mr. Laferty reported that the MMRC Fire Department does have a retardant agent and a dedicated foam truck for fire emergencies.  Mr. Laferty is working with the FBO on costs for roll-around extinguishers. The emergency drill procedure will be scheduled in the Spring 2012

Mr. Laferty reported the outdoor speaker cost with be $63.99. A motion to purchase outdoor speakers for the Unicom was made by Mr. Oliver and seconded by Mr. Click, and was approved unanimously.

The next regular board meeting will be December 29 at 6 pm.
