The motion to accept the October 2014 as corrected was made by Mr. Oliver, seconded by Dr. Derrickson, and approved unanimously.

Dr. Mattingly presented the Financial Report for the period ending October 31, 2014. The report consisted of a five pages including October Statement of Activity and for the fiscal year (July 2014-November 2014). REPORTS

FBO.

• Fuel sales of 100LL fuel pumped was 800+ and of JETA was 2100 gallons pumped.

• A birthday party was held at the airport for a boy’s 3rd birthday.

• A lighting committee meeting was held with Mr. Oliver and Dr. Derrickson.

• A G5 plane came through the airport. The larger planes using the Airport may be due to the new ID of KSYM.

• The red truck’s wheel bearing was replaced by Kevin Mays. The truck will now be taken to Aaron’s Best One Tires for tire change out.

• ABCO inspected 12 fire extinguishers. Plastic tags will be brought back by ABCO to attach to the extinguishers. An estimate was given for extinguishers for the new T-Hangar in the amount of $658 for 4 extinguishers with covers.  Other items discussed included (1) the chemical mix of the fire extinguishers; the number needed for the new T-Hangar; lower insurance rates for pilots; fire departments as inspection agents for annual certification of fire extinguishers.

• The next Pancake and Sausage breakfast will be Saturday, December 6. Note: proceeds from the breakfasts benefit the EAA chapter.

Buildings & Grounds.  Dr. Derrickson and Mr. Oliver, Co-chairman, reported on activity.

Hay Contract Ratification. The committee recommended a change to the hay contract. During the fall, the county road department hauled 15 loads of manure from the MSU farm to help with improvement of ground cover and to prevent erosion. It was recommended that the hay contract provisions be modified to allow for the Airport Board to cover the labor costs for a driver to haul manure on Saturdays using a Rowan County Road Department dump truck . The motion to amend the hay contract was made by Mr. Oliver, seconded by Dr. Mattingly, and approved unanimously. The committee reviewed past improvements to the Airport property including manure addition/disking around the new T-Hangar and partial repair runway drain with city and county support; and land improvement by state forestry workers; and seeding matts supplied by Airport personnel.

Presentation of Lighting Options. The committee met at the FBO to evaluate the airport lighting needs. At this time, the committee, due to cost, does not recommend the replacement of existing bulbs with LED replacement bulbs. The committee does recommend that we request an energy audit from Fleming-Mason Rural Electric Co-op. Fleming-Mason rep Mary Beth Nance indicated that this can be done at no cost to the airport.  There is a continuing issue with the original T-Hangar exterior lights which have plastic covers that are not water resistant. The roof water runoff causes the lights to break. The committee will determine the best fix for this problem.  There are several ballasts in stock for changing out the terminal building ceiling bulbs but a lift is needed. Mr. Trent will inquire about help with a bucket truck or lift for the project.

Communications and Security. Mr. Laferty, Chairman, reported no security issues. He is gathering information to fill out an electronic form which will enable putting METAR information on AirNav. TAF information may be available on December 28.

Brandstetter Carroll Inc.  Mr. Brandstetter reviewed project updates.

T-Hangar Project

• A change order for $8556 (refund) for ground receptacles not installed was discussed.  The motion to approve the change order was made by Dr. Mattingly, seconded by Mr. Stinson, and approved unanimously. It was noted that a retainage amount of approximately $40,000 is still being held on the project. Three copies of the change order were presented for signature.

• A center line striping between the hangars evidently was not included in the bid. A follow up by BCI was promised at the last meeting but no communication on the striping has been received.

• JAVE, LLC is sending the final two pay applications, one for 100% of the work, and other for balance of retainage. BCI is recommending that 100% completion pay application be approved, but to hold the retainage billing until the CO is settled.

• BCI is working through the FAA’s request for more information on electrical Change Order and a schedule of values.

Ramp Tie Down

BCI contacted KDA on 11.19.14. The ramp tie down project is included in the state’s list of projects to be considered in January, 2015.

Runway Storm Improvements

Mr. James reported that the runway storm project is 90% complete with the aid of city/county support.

OLD BUSINESS

Property Lease Policy: Mr. Dailey reported that a meeting has been scheduled with Kevin Brown after the Thanksgiving holidays.

Web-site Updates: Dr. Mattingly indicated that the existing weather link to Farmers would be removed and changed to our METAR link. Dr. Mattingly requested that Board members carefully review the site and suggest additional changes as needed.

OTHER BUSINESS

Trench Drain: The executive committee met and reviewed the trench drain issue which is considered a safety issue. The cause of the poor drainage and deteriorated sunken asphalt was determined to be a bad formulation of concrete around the drain and a bad, too low design of the flow line. Mr. Oliver reported the concrete may not have had enough air in it. The angle iron in the drain is good.  Mr. James has been in communication with Mr. Farmer concerning the trench drains, and this issue has been elevated as a safety issue. The issue will be considered in January as the Kentucky Department of Aviation reviews the total list of state projects.  Currently, the drains are covered by metal sheets provided by Morehead Utility Plant Board. Due to the winter weather, repair is not possible at this time.

ADJOURNMENT

Mr. James adjourned the meeting at 7:00 pm.
