Morehead-Rowan County Airport Board Minutes
November 19, 2015

Vice-Chairman Porter Dailey called the meeting to order at 6:00 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport. Other members present were Charles Derrickson, Harry Clark, Tom Fossett, Mike Gray, Bruce Mattingly, Ron Oliver, Jim LeMaster, and Aaron Roberts. Tim James was absent. Guests present include Tracey and Mike Potter – FBO; Wes Mittlesteadt – Garver; Earl Rogers – Attorney; and Barbara Marsh – Assistant Secretary-Treasurer.

Mr. Dailey presented the Minutes of the October 2015 Meeting. The motion to accept the October 29, 2015 Minutes was made by Mr. Clark, seconded by Mr. Gray, and approved unanimously

Dr. Mattingly presented the October Financials. The report included profit and loss documents for October and for the fiscal year (July-October 2015). The motion to accept the October 2015 Financial Report was made by Mr. Oliver, seconded by Dr. Derrickson, and unanimously approved.

REPORTS

#a. GARVER. Wes Mittlesteadt, Engineer, reported.
2015 Runway and Taxiway Project. The contractor, ASL, got off to a slow start on the runway portion but quickly caught up and completed the job in 8 days. The job area is 60 feet long by 100 feet wide. Hinkle is the subcontractor on the asphalt. Four paving lanes which were 12.5’ each were involved. After a survey review, the grade level failed to meet specifications. Mr. Mittlesteadt presented three potential options for dealing with the grade failure. After discussion, the board rejected each option, and by acclamation authorized its Engineer to request that the contractor remove and replace the surface course asphalt in the entire repair area. The amount in the contract for asphalt will be withheld until satisfactory completion of the job. This taxiway repair project will be completed in the Spring.
Airport Enlargement. Mr. Clark suggested that extending the runway and increasing weight limits would increase airport traffic and aid in economic development, and ask whether such an extension was possible. Mr. Mittlesteadt indicated that it was possible but that a runway extension justification study would need to be completed. This could be added to our Airport Capital Improvement Program (ACIP) Project List, which is due in March. Mr. Mittlesteadt also indicated that the process to justify the extension and weight limit increase is lengthy and would likely cross fiscal years.

#b. FBO. Ms. Potter reported on the status of current fuel sales, grounds maintenance, and hangar activities.

  • Fuel sales were 1246 gallons of 100LL and 1582 gallons of JETA fuel.
  • Everything went smoothly during the runway repairs.
  • Fire extinguishers were inspected by Jeremy Applegate of ABCO Fire Protection Co. The ones in the main hangar were due for service so he exchanged them. An effort will be made to contact Darrell Glover and/or C.W. Cornett to inspect the fire extinguishers in the future. Mr. Roberts reported that individuals other than fire inspection companies can perform inspections. He will investigate and report back to the Board.
  • A repair was made to the security gate by the FBO which did not involve the ordered part.
  • The autocross by the Ashland SCCA (Sports Car Club of America) group had their last event of the year. They said their plan next year would be to hold it here every other month during the season if they are allowed to return.
  • The monthly Pancake and Sausage Breakfast will be December 5.

#c. Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen, updated activities.

Mr. Oliver reported that the FBO came to the Executive Committee with a request to build an addition with a screened deck on the end of the FBO house. After review of two estimates, the Executive Committee approved the purchase of materials with the work being done by the FBO. The estimate is approximately $3000. The siding will need to match the existing type and color. The motion to ratify the Executive Committee’s approval of an addition to the FBO residence in the approximate amount of $3,000 was made by Mr. Oliver, seconded by Dr. Derrickson, and approved unanimously.

#d. Communications and Security. Mr. Roberts, Chairman, reported on issues. Security Gate.

A hangar tenant expressed concern about the drive through gate being open and I assured him we were working on a repair. Parts were back ordered, but as the FBO reported they fabricated a part and the automatic gate is now working properly.

Brochure Promoting Airport. Mr. Roberts reported on the committee’s progress which was formed at the last meeting to assemble ideas and ways to promote the assets of the Airport. The committee (Mr. Clark, Mr. Dailey, Dr. Derrickson, Dr. Mattingly and FBO) met with Rodney Hitch, former Morehead-Rowan County Industrial Development Authority, and Director, who offered ideas for promotion of the Airport. In discussing potential economic development opportunities, it was noted that 40 acres was originally set aside for airport businesses. This Airport area was identified as a business aviation park. The Airport Board needs to work with the EDC to ensure that this park remains available for this purpose, and not be sold for other purposes (e.g., housing development). As noted previously, we could have the ability to increase the runway length from 5500 feet to 7500 feet and increase weight limits, which could attract aviation industries that require larger aircraft. It was suggested that the Airport Board Chairman request to attend business meetings of local development authorities (EDC, EDA). It was also recommended that we seek airport representation on these boards. As board appointments are made by the Rowan County Judge-Executive and the Mayor of Morehead, this should be discussed with Judge Blevins and Mayor Trent.

NEW BUSINESS

December Meeting Date. Mr. Dailey reported that there is no pressing business which needs to come before the board in December. The motion to not have a meeting in December was made by Dr. Derrickson, seconded by Mr. Gray, and approved unanimously. The next regular meeting of the board will be on January 28, 2016, unless a special meeting is called by the Chairman.

ADJOURNMENT

The meeting was adjourned at 6:52 pm.
