The Wings and Wheels event on May 17 went very well with no problems. They would like to come back again to do another Autocross possibly this fall. The EAA Chapter gave 32 young eagle flights on Saturday May 24. The Rowan County High School Art Department began the compass rose painting again but got rained out. The terminal building air conditioner started leaking because of a broken drip pan seam. The unit is twisting. The mechanic hired by the owner of the grounded Merlin was here to assess the damages and to get it ready to ferry. JAVE Inc. was asked to prepare an estimate of the damage caused to the blacktop created by the Merlin’s dripping fuel. There will be a Pancake and Sausage Breakfast on June 7.

 T-Hangar Project

Monthly Progress Meetings shall now be held on the 2nd and 4th Monday of the month at 1:30 pm.

Building is on order, and delivery is scheduled for the first week of July. The building manufacturer changed the length of the building to 18” inches longer.

Site work is progressing. The footings should be completed by May 30. A review of the rebar installation and 8 piers will be completed on May 30. Rebar caps will be reviewed with JAVE Inc. The site work should be finished during the third week of June.

A pay request for $188,000 was reviewed. KDA recommended that a sales tax exemption not be pursued for purchase of the building as it would create a liability and separate the contract.

The two end hangars will have 10’x12’ doors.

Discussions continue on credit to eliminate static grounding. Change order pending on drain tile encountered.

Substantial completion is August 3, 2014.

 Runway & Taxiway Striping Project

KYTC grant agreement submitted to Airport on May 27, 2014.

A preconstruction meeting will be scheduled.

The contractor has agreed to extend their bid 60 days to July 2, 2014.

Runway Storm Improvement

KDA Grant Application submitted in March for $121,155.

Project is on the “Proposed Project” list submitted to the KYTC Secretary’s Office.

 Ramp Tie Down

No update. A request for an update was sent to Mr. Farmer.

Transient planes do not have a tie down area. A request for 2-3 transient tie downs was made.

KDA reported on March 24, 2014 that they had planned on funding a tie down project in 2013.

BCI suggested requesting a change order for the T-Hangar Contractor to include in their scope of work due to possible lack of funding in 2014. If not included in a change order, the project would be bid.

NEW BUSINESS

By-Laws
The revised By-Laws were presented by Mr. Dailey and the proposed changes were discussed. Mr. Dailey, Dr. Mattingly and Ms. Marsh attended a required Special Purpose Government Entities (SPGE) meeting recently involving all special districts. As a result of that meeting, changes are proposed to the By-Laws. The financial records will be reviewed yearly (attestation) by a CPA with an audit every four years. The Department for Local Government requires that an ethics code be adopted by each district. The Airport Board is sponsored by the City of Morehead and Rowan County.  We may choose either ethics code to adopt. The City of Morehead ethics code was chosen. The motion to approve the amended By-Laws was made by Mr. Stinson and seconded by Dr. Mattingly, and approved unanimously.

Budget
Mr. Dailey presented the 2014-2015 all funds budget totaling $1,423,145. The motion to approve the 2014-2015 budget was made by Mr. Stinson, seconded by Dr. Fossett, and approved unanimously.

OLD BUSINESS

Firstair Plane
Mr. Rogers has been in contact with the owner of the Merlin. The plane will not be removed from the Airport until storage charges have been paid. When the fees are wired to our bank, the plane will be released. Mr. Rogers will contact Ms. Chastity Clark to make her aware that the owner has threatened to contact the FAA to make a complaint regarding excessive fees. A lien will be filed on the plane and a title search will be made. It was noted that a plane can be transferred even if a lien has been filed.

Fuel Truck
Dr. Fossett presented sale information on the 100LL fuel truck at the Montgomery County Airport. The Ford F600 circa 1972 model with a 300 straight six engine is in working condition. It was noted that Eastern Aviation Shell changed hoses on our JETA truck when they do yearly maintenance on the pump stations. The price of $4,300 was reviewed and a proposal of rent-to-buy at $200 per month was discussed. No action was taken due to lack of funds.

ADJOURNMENT

Mr. Gray adjourned the meeting at 7:28 pm.
