REPORTS
1. FBO. Ms. Potter reported :
• Fuel sales were 1142gallons of 100LL and 2646 gallons of JET A fuel.
• The fuel meter on the 100LL truck is broken. A new meter will cost about $1000. However, Mr. Potter may be able to purchase a used one for $250. If installed by us, the state would need to certify the flow rate. Mr. Roberts agreed to arrange the state certification.
• The FBO is waiting on a lift to install the new LED wall packs to replace the fixtures on the outside of the first set of T-Hangars. and to replace the bulb in the community hangar ceiling. Dr. Derrickson will contact Trent Hamilton to arrange for the lift.
• Brandon Hunt, Assistant Engineer, Fleming Mason Energy, has still not provided the promised photometric plan needed by Mr. Mittlesteadt to evaluate the placement of security lights.
• QT Technology suggested an alternative to installing a heater/blower in the card reader terminal to prevent freezing would be to install a home-made moisture proof cover over the card reader. Ms. Potter will follow-up on the design of such a cover.
• The monthly Pancake and Sausage Breakfast will be on Saturday, June 4th.
2. GARVER. Mr. Mittlesteadt:
2015 Emergency Runway/Taxiway Project. The taxiway repair is underway. The contractor found the subgrade saturated with water due to defective underdrains. They have installed drain lines and a concrete catch basin which should solve the problem. They intend to place the asphalt binder tomorrow and the final asphalt layer on Tuesday (May 31st). They also intend to grind and repaved the runway section the same day. A NOTAM will need to be placed to close the airport for this one day. After 30 days, the runway and taxiway will need to closed again for permanent re-striping. The asphalt along the drive was damaged from the heavy construction equipment. This will be repaired if funds are available.
Runway/Taxiway/Apron Crack Repair. We have been awarded a $250,000 grant from the Kentucky Department of Aviation to repair and seal all cracks on the runway and taxiway. Depending upon costs, cracks in the apron will also be repaired. We have a signed agreement with Garver to start the design and environmental assessment needed to bid the project. KDA would like the project to be completed this year, and all funds expended no later than June 30, 2017. This funding was provided from the additional $10 million added to the KDA budget by the Governor and legislature. Mr. James commended Mr. Mittlesteadt for his efforts in getting this project funded. He also contacted Commissioner Parker and the KDA staff to extend our gratitude and appreciation.
Trench Drain. Despite repeated efforts, the FAA will not approve the project for this fiscal year. Consequently, it appears the planning, design, and construction of the project will have to be postponed until next year. Mr. Mittlesteadt indicated that he will continue to pursue KDA support for this project. KDA may also be interested in funding additional tie-down spots on the ramp. Mr. James asked Ms. Potter to work with the Buildings and Grounds committee to identify the best location for new tie-downs. Dr. Fossett expressed concern that the current placement of cones over the failing trench drain may not adequately warn pilots of the danger. The board discussed various options for a temporary fix of the drains until a permanent repair can be made. It was ultimately decided to add additional cones to better mark the area. Mr. Clark indicated the county could loan us additional cones.
3. Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen.
Light Installations: Dr. Derrickson indicated that he had not arranged for the lift for light installation as he did not know when Mr. Potter would be available for the installation. Ms. Potter indicated that the first weekend in June would be a good time. Mr. Derrickson indicated that he would make the arrangements.
Parking Lot for Equipment and Trailers: Dr. Derrickson indicated that he and Mr. Oliver had identified an area beyond the doublewide suitable for trailer parking. He indicated that the area would need to be excavated, fabric applied, and covered with various grades of gravel. Mr. Clark thought the County may be able to assist with labor and hauling. Mr. LeMaster indicated that he could likely get some “free” assistance with surveying and engineering. Mr. James requested that Mr. Clark and Mr. LeMaster work with the Buildings and Grounds Committee to develop a plan to move the project forward.
Hay Contract: Dr. Derrickson indicated that we needed to sign a new Hay contract with MSU. They planned to cut soon weather permitting. Mr. James indicated that the hay needs to be cut before the June Board meeting. He also informed the FBO that inmates from the Rowan County Detention Center would be available to assist in mowing and weed eating the first of June.
4. Communications and Security. Mr. Roberts, Chairman.
a. Website Update. Mr. Roberts provided an update on the Airport’s Facebook page. He also noted that several other older airport Facebook pages are still online. He will attempt to have these removed.
b. Security Lighting Update. The consideration of adding two security lighting poles has been delayed until FMRECC provides a photometric plan to the FBO.
5. Chair Report. Mr. James reporting.
a. Fun Runs. There will be a Rowan County Christmas 5K Run on June 25.
b. FY17 Budget Request to City and County Governments. As noted last month, we have requested $30,000 each from the City and County for next fiscal year. At this time, the County has included the $30,000 in the first reading of their budget. While the City has had a first reading of their budget, it is not known whether it included the budget increase
c. Future Airport Improvement Plan. As noted last month, Mr. James requested Mr. Mittlesteadt to provide us with an estimate of the cost of a long term planning analysis for future airport development (e.g., lengthening the runway). To do so, Mr. Mittlesteadt indicated that an aerial survey would be needed, but may already be available. Unfortunately, a current survey is not available and would cost about $9860 upfront before Mr. Mittlesteadt could provide the planning cost estimate. Based upon this cost, it was decided to postpone this request for the time being.
d. Annual Meeting June 30, 2016. Mr. James indicated that we will have our customary dinner (catered by Pop’s BBQ) at 5 p.m. before the meeting. He will also be inviting the Mayor, Judge Executive, City council members, magistrates, local legislative leaders, as well as Commissioner Parker and other KDA staff to show our appreciation for their support.
OLD BUSINESS
Nominating Committee for 2016-2017 Board Officers.
Dr. Derrickson (Chair) indicated that the committee (Dr. Fossett, Mr. Gray) had met to discuss potential candidates for the officer positions for next year. He indicated that the committee was pleased with the performance of the executive committee, and the Assistant Secretary- Treasurer in the past year, and wished to nominate them for another term of office. Further, he made the motion to approve their nominations (Mr. James, Chairman; Mr. Dailey, Vice- Chair; Dr. Mattingly, Secretary-Treasurer; Ms. Marsh, Assistant Secretary-Treasurer). The motion was seconded by Mr. Gray, and passed unanimously.
ADJOURNMENT
The meeting was adjourned at 7:18 pm.
