Morehead-Rowan County Airport Board
Minutes
April 28, 2011
Chairman Michael Gray called the meeting to order at 6:00 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport. Other members present were Stan Click, Tom Fossett, Don Laferty, Jim LeMaster, Porter Dailey, Hope Brown, and Jim Fluty. Ron Oliver and Charles Derrickson were absent. Guests present were Tracy and Mike Potter; Earl Rogers, Attorney; Bud Lane of John T. Lane & Associates, Inc.; Magistrate Harry Clark – Rowan County Fiscal Court liaison; Tony Hardin and Ben Brandstetter of Brandstetter Carroll; and Barbara Marsh, Assistant Secretary-Treasurer.
The minutes of the March 31, 2011 meeting were presented. The motion to approve the minutes was made by Mr. Laferty and seconded by Dr. Fossett and unanimously approved.
Mr. Dailey presented the Financial Report for the period ending March 31, 2011. It was noted that the all-funds balance at the beginning of the month was $378,835.02. The amount was drawn down by $41, 682.15 leaving a balance of $337,152.87. The largest expenses for the period included the third quarter payment to the FBO and interest on the debt service related to the terminal building project. In the fuel account, $29,000 was moved to cover fuel purchases. Fuel invoices are billed 10 days after the delivery, so the movement of funds will not need to be made on the same day of purchase in the future so the precise dollar amount can be transferred. The financial report consisted of the monthly financial report 2010-2011 expenses by month, and restatement of expenses related to equipment and furnishings acquired for the terminal building project. The restatement of expenses was effective February 1. The restatement of expenses totaled $47,876.14. Mr. Dailey moved acceptance of the financial report. Mr. Fluty seconded the motion and it was approved.
REPORTS
Tracy Potter gave a report on the status of the FBO and airport activities. She advised the status of fuel sales, hanger activities, PHI payment status, the recent fly-in, flag poles, road construction, and receipt of the “new” used vehicles. Interest in T-hanger space had been expressed by Danny Mabry, Jack Holley, Ira Kilburn, and Dr. Fossett. One space remains in the community hanger.
Ms. Potter reported that the airport will participate in the Kentucky Airport Challenge. Pilots get a stamp which is marked by the airport. There are over twenty planes participating with multiple airports in the Challenge. A picnic will close activities for the day. A donation was made by the MRCRA for a door prize.
Ms. Potter reported that a state airport inspector will be at the airport on May 1. Items which may be inspected include pavement quality.
Ms. Potter expressed a need for the Board to have a self-propelled push mower and a back pack sprayer blower for the grounds. There are some very rough areas and Dr. Fossett expressed concern for safety using a push mower. An estimate of $1,200 was obtained from Tractor Supply for the mower. It was the consensus of the Board that the Potter’s proceed to acquire the equipment necessary to be paid by the Board.
Mr. Lane distributed the FY 2010 audit and reviewed the findings with the Board. There were no negative findings and a clean and an unqualified opinion regarding the Board’s FY 2010 financial operation was given. Mr. Dailey moved to accept the audit and the motion was seconded by Mr. Fluty, and approved unanimously.
Mr. Gray reported that the surplus city vehicles had been transferred to the airport and the vehicles are not eligible for official plates. Insurance has been purchased through KACO via the same underwriter as the Board’s general liability underwriter. The sedan will be used as a courtesy car and the truck as a work truck. Users of the vehicles will have a sign in/sign out roster to track usage. Mr. Dailey discussed branding the vehicles and the need for a brand/logo. Ms. Brown will pursue obtaining a brand/logo via a contest among high school art students.
Mr. Hardin continues to monitor the response from Corder Builders for completion of remediation work on the terminal building. The Board continues to hold an $8,000 retainage. Items which need attention before the warranty period ends include women’s toilet paper holder, leaks in hanger roof, and loose stones outside. Ms. Potter will email a list to Mr. Hardin regarding repairs needed.
Mr. Hardin reported that the storage building variance had been disapproved and a handicap parking space would be required. The seismic report was not accepted by the state. The aerial survey was not accepted. The reason given was “not enough information.” The state would like a licensed surveyor to prepare the reports. Mr. Hardin will continue to work through each of the issues.
Mr. Brandstetter reported on items including drainage erosion at the north end of the airport; the AWOS benefit cost analysis; KY Division of Water point of contact (the Potters); building another 12-unit T-hanger building (estimate of building cost $350,000 delivered, with 42 feet wide bi-fold doors and minimal site work). The site is approximately one foot below grade and additional fill dirt would be necessary. Following a discussion, Mr. LeMaster indicated he would talk with Mr. Hitch and the road contractor to see if fill from the road project could be placed at the site in order to minimize future costs related to the fill.
Mr. Clark reported that pond had been drained by a contractor. An invoice for the cost was presented. The area around the pond will need to be re-seeded.
Mr. Laferty reported on repair of the receiver board and power supply which was sent to the factory. The cost for repair was $295 + shipping. A loaner board to be used as a spare receiver would cost an additional $265. The total cost of $560 for repair and spare was recommended by Mr. Laferty. Dr. Fossett moved to accept and the motion was seconded by Mr. Fluty, and approved unanimously. Also, an application for Unicom frequency 122.7 was made received and implemented.

Dr. Fossett reported on the Grand Opening. After a discussion, Board members volunteered to assume responsibilities for the event. Email will be used for information sharing. Dr. Fossett moved that October 1 be the Grand Opening date. The motion was seconded by Mr. LeMaster and it was unanimously approved. A beginning time of 7:00 – 9:00 am was suggested if breakfast is served.
