The minutes of the April 28, 2011 meeting were presented.  The motion to approve the minutes was made by Mr. Dailey and seconded by Mr. Laferty and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending April 30, 2011.  It was noted that the all-funds balance at the beginning of the month was $337,152.87.  The balance at the end of the month was $342,081.84, with the majority of the increase resulting from T-hanger rentals.  The certificate of deposit totals $256,310.89. There was no activity in the construction account; however, in May, Entran will be paid for the ALP, having received approximately $19,000 from the FAA plus the state match portion of $519.  The Board’s match is also approximately $519.  Mr. Dailey moved acceptance of the financial report.  Mr. Oliver seconded the motion and it was approved unanimously.

REPORTS

Tracy Potter gave a report on the status of the FBO and airport activities.  She advised the status of fuel sales, hanger activities, flag poles, road construction, and use of the courtesy vehicle.  A new airplane is based on the field owned by John Broughton who purchased a Cessna 150, which has been tied down outside for now.  Jack Holley is finalizing the purchase of a Bonanza.

Ms. Potter reported fuel sales for the month of April for the 100LL were 813.15 gallons for a total of $3,722.98, and for the Jet A – 942.98 gallons for a total of $4,035.95. The fuel on hand is 3,764 gallons of 100LL and 5,948 gallons of Jet A.

Ms. Potter reported purchasing a back pack leaf blower from Lowes for $228.92; replacement lights (50) for runway and taxiway totaled $462.07 (36 have already been used).  There are a total of 250+ lights at the airport.  A bulletin board and filing cabinet were purchased to match the office furniture.  A push mower still needs to be purchased.

Ms. Potter reported that several people have used the courtesy car. Three planes came in last Friday because of the fuel price (monitored daily to be the lowest in the area).

Ms. Potter reported that a new EAA Chapter had begun whose name is Bluegrass Flyers EAA Chapter 1525.  The chapter includes five students. A meeting will be held the first Saturday of every month. There are plans to have a Fly-In pancake and sausage breakfast the first Saturday of every month also.  Every third month, Midwest Aviation will provide breakfast and the other two months the EAA chapter will provide the breakfast.  There is a pancake and sausage breakfast scheduled for June 4.

Ms. Potter reported that the Kentucky Airport Challenge starts June 1 and ends July 30 with a picnic at the Tompkinsville Airport.  Each airport will have passports for pilots to pick up and will stamp them as they fly through.

Ms. Potter reported that no work had been done on the road for the past 14 days mostly due to the weather and the flag poles had not been installed yet.

Mr. Potter reported that a plane belonging to Josh Smith, which was sold to a Louisiana man, has not been claimed.  It has been in the hanger for nearly two years in pieces; however, Josh still has the title. Mr. Gray will consult with Attorney Rogers as the best way to proceed with the issue.  Josh will not renew the space and will give it up July 1.

Mr. Hardin continues to monitor the response from Corder Builders for completion of remediation work ($8,000 retainage) on the terminal building.  The bronze plaque still needs to be received and installed.  The entry keypad also needs to be fixed. Warranty work has been forwarded to the contractor which includes the women’s toilet paper holder, leaks in hanger roof, and loose stones outside.  If the work is not done, the Board will do the work and take the costs out of the retainage.

Mr. Hardin reported that the state has approved a variance for the handicap parking designation and that no space will be required.  The state also verbally accepted the ALP information in lieu of a survey.

Dr. Derrickson reported that seeding for airport grounds will take place in August.

Dr. Derrickson related that the Industrial Development Authority granted Hinkle Contractors a 30-day extension of the road contract to August 31 due to extremely wet conditions/rain. Engineers will be present at the next Board meeting to report on conditions and what can be done at the airport entrance.

Dr. Derrickson reported that a 55 gallon sprayer had been bought and the Board had given approval for the push mower.  Part of the use of the sprayer will be on fence rows.

OLD BUSINESS

Dr. Fossett reported on the October 1, 2011 Grand Opening planned activities.  Mr. Dailey suggested that the appearance of Representative Hal Rogers would be of great importance and that if at all possible we should accommodate the Congressman’s availability dates of Friday, September 16 or Monday, September 19.  Mr. Dailey suggested that if the primary ribbon cutting/dedication ceremony was held on Friday September 16 then attendance with invited elected and appointed local and state officials would likely be greater that if on the weekend.  After further discussion it was the consensus of the Board that the official opening be held on September 16 with a community open house on October 1.  The general public would also be invited to attend the September 16 activities.  A discussion ensued about the completion of the road and how that could possibly impact activities.  It was suggested that should the road not be completed by September 16 then the official opening would still occur on the 16th .
