Morehead-Rowan County Airport Board

Regular Meeting Minutes

March 31, 2011

Chairman Michael Gray called the meeting to order at 6:00 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport.  Other members present were Ron Oliver, Stan Click, Tom Fossett, Don Laferty, Jim LeMaster, Porter Dailey, Charles Derrickson and Jim Fluty.  Hope Brown was absent.  Guests present were Tracy Potter and Mike Potter; Magistrate Harry Clark – Rowan County Fiscal Court liaison; Tony Hardin from Brandstetter Carroll; Rodney Hitch, Industrial Development Authority; Earl Rogers, Attorney; and Barbara Marsh, Assistant Secretary-Treasurer.

The minutes of the February 24, 2011 meeting were presented.  The motion to approve the minutes was made by Mr. Fluty and seconded by Mr. Laferty and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending February 28, 2011 and reviewed the major expense items in the report to include fuel purchases, the interest payment on the Terminal Building project and the quarterly FBO subsidy.  The overall all-funds balance had decreased by approximately $6,000 for the period.    Mr. Oliver moved acceptance of the financial report. Dr. Derrickson seconded the motion and it was unanimously approved.

 REPORTS

Tracy Potter gave a report on the status of the FBO and airport activities.  She advised of the status of fuel sales, AirNav (airnav.com/airports), current fuel prices, communication frequency search, navigation and runway details.   She also advised that PHI hanger rental had begun in January but their initial payments had been delayed and would be received in April.

Mrs. Potter also advised the Board of a possible month long period in which vehicle traffic to and from the airport would be impassable – except by shuttle service provided by the contractor (Frederick & May and Hinkle Contracting Corp).  The original completion date for the road of July 31 was still the objective.  Shuttle service and motel expenses were suggested as accommodations with expenses to be borne by the contractor.  A lengthy discussion ensured.  Mr. Hitch joined the meeting at that time and confirmed that it was necessary to close the road for extended periods of time with the contractor providing a shuttle service for the Potters, emergency personnel, hanger tenants and visitors to and from the airport.  A meeting was planned for the next day with contractors to further discuss the details.  A number of Board members planned to attend the meeting at the jobsite.

Ms. Potter reported two vehicles will be transferred to the Board by the City of Morehead:  a 1997 Ford Crown Victoria to be used as a courtesy car and an F150 4×4 pickup truck to be used as a work truck.   Both were in acceptable condition.

Ms. Potter advised that a fly-in was scheduled for April 30 beginning at 7:00 am.  Flyers will be distributed and mailed to other airports along with email notices.

Ms. Potter reported on the inspection of the flaw in the counter top by the supplier representative.   The local Lowes had sent the claim to corporate after denying the claim.  The counter top had been sent in two pieces and according to the inspector from Formica, it should have been one piece.  Lowe’s is moving this claim to corporate because it was initially denied as an installation error.  The value of the claim is $3,000.

Mrs. Potter reported that the flag poles and flags had been delivered and will be installed soon.

Mr. Clark reported that a narrow frequency bandwidth will be necessary by 2013.  The radios recently purchased are capable of utilizing the narrow band.

Mr. Hardin reported he had contacted Corder Builders to secure the monument sign, bronze plaque and for them to perform final remedial work.   The HVAC connectivity issue appears to be at an impasse.  The Board could contract the work out and retain a portion of the $8,000 retainage if the contractor fails to follow through.

Mr. Hardin also reported that the storage building approval is pending a variance request related to the painting of a handicapped parking spot next to the building.

Dr. Derrickson reported that the grass would be growing if it were planted; but due to the very wet weather, the project has not been started.  The sod in front of the building is growing well.

Mr. Dailey detailed the web site which David Campbell is designing.  There is a lot of dated material on the old website that needs review.  The temporary web address is airport.D53.net. The Board’s review and participation with comments is welcome.  An onsite review of the web site will be Wednesday, April 6, at the airport at 3:30 pm.

Mr. Dailey attended the recent City Council meeting to request the Council consider transferring surplus vehicles to the Board if they are available.   The City complied and the paperwork is in progress to transfer the vehicles to the Board.

Dr. Fossett detailed the Grand Opening plans.  A list of activities and responsibilities was distributed.    It will take the efforts of each Board member and many volunteers to make it a success.  Mr. Hitch reported that Hal Rogers’ has indicated his availability on either September 16 or 19 for the Grand Opening.   It was suggested that if September 16 (Friday) was chosen, the dignitaries probably would not be back if we decided to have weekend activities.  Following a lengthy discussion it was concluded that it was too late to book air show performers and that the Board should instead focus on a Grand Opening on a smaller scale.  Mr. Dailey advised that he would inform Tourism that the Board would not need the $15,000 it had requested this year but would seek support from them in the future if an air show is planned.

Mr. Clark reported on the pond draining and the cost to move the fence to accommodate the project.    The contractor may have 5,000 yards of fill and needs to start using the drained pond very soon for the fill.   Once the pond is drained it may also have to be de-mucked.  A water sample will have to be taken and a permit obtained.  After a discussion regarding possible costs, it was determined that the Executive Committee be given authority to make the decisions related to the project.  Mr. LeMaster made the motion to authorize the Executive Committee to take actions necessary to the pond drainage project.  Mr. Fluty seconded the motion and it was unanimously approved.

 OLD BUSINESS

Mr. Dailey reported that the Morehead-Rowan County Industrial Development Authority had been paid $3,763.70 for the change order for the relocation of additional fence in the vicinity of the Terminal building.  The invoice was confusing but was later clarified.   The Board had initially authorized $3,500 for the fence relocation.   Dr. Derrickson moved and Dr. Fossett seconded a motion to ratify the payment.  It was unanimously approved.

Mr. Gray reported on an upcoming AOPA Seminar at the Cynthiana Airport.  He also reported that an Angel Flight will pass through the airport on its way to the Cancer Center in Oklahoma.

 ADJOURNMENT

Mr. Gray adjourned the meeting at 7:50 pm.
