Garver Report. Mr. Upchurch, PE

  1. Request for KDA Funds for Fuel Farm Rehabilitation.Mr. Joe Carter suggested that a justification letter and Kentucky Department of Aviation grant application should be submitted for the repair/repainting of the 100ll and Jet A fuel tanks. If approved, we would be placed on the statewide list for available funds.  Construction cost estimates were sought from several contractors including TPM Group (Bowling Green), Cobb  Environmental and Technical Services (Tupelo, MS), and Rebel Services (Ripley, MS). Costs ranged from $11,000-$19,000. The refurbishing includes sandblasting, prep, and 2 coats of paint. Due to the project estimates (under $20,000), advertising for bids will not be required. However, project specifications will be needed as well as formal written quotes. The use of shrink wrap was discussed and TPM is checking with Fire Marshall for prohibitions.
  1. 2017 REIL Project Update. A preliminary plan will be sent to Mr. Joe Carter with threshold displacement to work on one end of runway at a time to avoid complete runway closure. This will benefit the FBO’s operation and the aviation community. If approved, a NOTAM will be filed. The airport board agreed with Garver’s recommendation for a single step model REIL on the project. This model is designed to stay off on the low frequency. The REIL may be turned on with the medium and high frequency steps. Pending approval by KDA, advertisement will proceed with tentative dates of Friday, April 7 and/or Tuesday, April 11 with a two-week bid window. The bid opening is projected to be Tuesday, April 25 with presentation of recommendation of award letter at the Board Meeting on Thursday, April 27.
  1. Trench Drain Repair. An independent fee evaluation was conducted and received for administration, design, and bidding services. We are in contract re-negotiations now. It is still the goal of Garver and the board to have a bid opening on the Tuesday before May’s Board Meeting. James Williams, FAA Program Manager, would like to have the bid and award recommendation letter approved by June 1 in order to begin writing the grant application. Our funds consist of the FAA money we have saved from last year (FY16)  $150,000, $150,000 from this year (FY17), $30,000 left over from FY 15, and AIP money to be borrowed from another airport $37,000.

Signage. When approaching the terminal building, there is no signage indicating the direction to the front of the building. The only door facing that parking lot is one to the community hangar, which needs to stay locked, and still has the Midwest Aircraft information on it. Judge Blevins suggested the Rowan County Transportation Department should be able to assist with developing appropriate signage. Mr. Harry Clark will speak with the Rowan County Transportation Department about a sign/signage indicating directions/and or information about the airport. Mr. Roberts suggested yellow arrows be painted on the sidewalks indicating direction to entryways.

Locks. Security for the two terminal building walk through gates was discussed. The pros and cons of locking these gates afterhours was considered, but no action was taken.
