Mr. James and Dr. Derrickson, Buildings & Grounds Co-Chairs, distributed a Buildings and Grounds Handbook previously reviewed with the Board. Due to budget restraints, priority will be given to fertilization and seeding, and fence maintenance but may be restricted to $5,000-10,000, for this fiscal year (ending June 30). Other limitations include less spraying around the perimeter fence and mowing. A reimbursement request from the state for reseeding/fertilization/matting from a prior year has been made by Mr. Gray. The new fiscal year which begins in July has an allocation of $8,000 which may be used for these applications. The Committee Co-Chairs reiterated that the 284 acres is in need of maintenance and previous work will be lost if proposed applications are not made.

Mr. James presented a large colored map of the entire airport property. The 911 personnel (John Hamm) assisted in the printing of the no-cost project. It can be made larger or smaller (thumb drive access) and may be presented in meetings with the overhead projector. A frame is needed for the map.

Mr. Stinson reported on the September 21, 2013 Community Day and Air Show. Funds have been received/promised to allow the Board to proceed with full planning for the event, anticipating a total cost of approximately $15,000. The Morehead News will be contacted about the event by Mr. Stinson to begin pre-event promotion with a news story.

Mr. Laferty reported on communications and security. A phone line has been established for the AWOS. The next step is getting the frequency from the FAA. Mr. Brandstetter will follow up with the contractor. AWI, the contractor for the AWOS, will obtain the frequency and conduct an airport inspection with fly coverage to complete the project.

Mr. Brandstetter reported on five projects.
1. AWOS Project. Once frequency has been provided, AWI will complete the commissioning process.
2. T-Hangar Construction. Per discussion with FAA on 1/30/13, the FY 2013 AIP funds are not 100% authorized at this time. Full funding is dependent upon Congressional action. Mr. Hardin reported that all submittals have been made to the agencies. Pending other items, the bid date will be set for April 25. With a favorable response, we will know who the contractors are by the next scheduled meeting. Construction is scheduled for four-five months. The project should be completed by September-October. A meeting was held with the Building Committee to discuss items including HVAC for the meeting room and a hose wash outside. Also additional asphalt for proper drainage was discussed. The Transportation Department (Craig Farmer) and Department of Aviation have been contacted about bidding procedures.

NEW BUSINESS

Mr. Dailey reported on the new T-Hangar construction costs and funding breakdown. The estimated project is $750,000, with federal AIP funding (90%) at $675,000; state match (7.5%) at $56,250, and Airport board match (2.5%) at $18,750. Due to 2013 and 2014 AIP funding not yet being released it will be necessary for the Board to borrow funds in an approximate amount or $100,920. See New T-Hangar Funding estimate. A motion was made by Dr. Derrickson and seconded by Mr. James to proceed with the new T-Hangar project and secure via a short term loan from a local bank, the funds as necessary to award the construction contract for the project, and to further authorize the Chairman and Secretary-Treasurer to execute the proper documents for the loan. The motion was approved unanimously.
