Morehead-Rowan County Airport Board
Minutes
June 30, 2011
Chairman Michael Gray called the meeting to order at 6:10 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport. Other members present were Tom Fossett, Don Laferty, Jim LeMaster, Ron Oliver, Charles Derrickson, Porter Dailey, and Eric Stinson. Stan Click and Hope Brown were absent. Guests present were Tracy and Mike Potter; Magistrate Harry Clark – Rowan County Fiscal Court liaison; Tony Hardin and Ben Brandstetter of Brandstetter Carroll; Craig Farmer – Kentucky Transportation Cabinet, and Barbara Marsh – Assistant Secretary-Treasurer.
The Minutes of the May 26, 2011 meeting were presented. Mr. LeMaster requested an amendment to the minutes relating to the grand opening date. The motion to amend the Minutes to reflect October 1 was made by Mr. Oliver and seconded by Mr. Laferty and unanimously approved.
Mr. Dailey presented the Financial Report for the period ending May 31, 2011. It was noted that the all-funds balance at the beginning of the month was $342,081.84. The balance at the end of the month was $327,426.67, with the majority of the decrease resulting from the 4th quarter subsidy to the FBO of $10,000; the yearly audit fee of $3,230; and pond removal expenses. The fuel sales for May were $6,645.33. Mr. Stinson questioned information about total expenses and income from the 2010-2011 Revenues and Expenses by Month report. Following a discussion the May Financial Report was tabled until additional information could be provided.
REPORTS
Tracy Potter gave a report on the status of the FBO and airport activities. She advised the status of fuel sales and hanger activities.
Ms. Potter reported fuel sales for the month of May for the 100LL were 973.35 gallons and for the JetA – 968.54 gallons. The fuel on hand is 1373 gallons of 100LL and 3393 gallons of Jet A. The current prices are $4.85 per gallon for 100LL and $4.45 per gallon for JetA, which are the lowest in the area.
Ms. Potter reported receiving payment from PHI for the hangar rental in the amount of $1,635.00. PHI is now paid through May.
Ms. Potter reported having another Pancake & Sausage Breakfast on July 2.
Ms. Potter reported that Eric Stinson and Josh Smith will be giving up their hangar as of the end of June. Danny Mabry and Tom Fossett will be taking the hangars. There are currently five requests officially on the hangar waiting list.
Mr. Gray reported that a simulator owned by Rowan County High School for their aviation program will be at the airport for the Board’s use during the summer.
Mr. Gray reported that the terminal building countertop claim was still being pursued by Lowe’s. Initially denied as an installation error, an inspector from Formica has said the countertop should have been in one piece instead of two pieces. The claim is now at the corporate level at Lowe’s.
Dr. Derrickson reported that fertilizer had been spread on the grounds. Seeding would occur in the fall.
Mr. Clark suggested that fuel may need to be ordered soon since the road may not be accessible due to construction. The road construction site will soon go into the stabilization process. When this occurs, the road may be impassable for up to two weeks making it difficult for fuel trucks to travel.
Mr. Hardin continues to monitor the response from Corder Builders for completion of remediation work ($8,000 retainage) on the terminal building. The firm is no longer a general contractor. The bronze dedication plaque and monument sign still needs to be received and installed. (Warranty work includes the entry keypad repair, the women’s toilet paper holder, leaks in hanger roof, and loose stones outside.) If the work is not done, the Board will do the work and take the costs out of the retainage. The contractor would have violated the contract by not completing the project.
Mr. Hardin reported that the storage building had received conditional approval.
Mr. Brandstetter reported on the T-Hanger and his review of the washed out areas. The Kentucky Department of Aviation’s field visit took place today with Mr. Farmer, Transportation Engineer Branch Manager. There is a headwall leaning forward which will need repair amongst other items. Mr. Brandstetter is investigating.
Mr. Farmer reported on the AWOS grant offer/application. It is a specific type of AWOS III with an added alternate IIIP which would have a precipitation meter to recognize freezing rain and ice.
Mr. Laferty reported that the FCC frequency request could take months to complete.
Mr. Brandstetter reported on the erection of a 12 unit T-Hanger at an approximate cost of $350,000 (42’ wide with bi-fold doors). The cost does not include engineering, site work or paving. Mr. Farmer estimated the total cost could be $550,000-$600,000 based on other similar projects the state has seen. The cost is based upon current steel prices and the market has been going up 20% to 30% each year. For the 4th quarter, a full $150,000 has been released by the FAA. Part B money will include approximately $500,000. In response to a question, Mr. Farmer suggested it was not a good idea to borrow money against future entitlement appropriations regarding projects. Mr. Brandstetter will provide a summary of available money.
Mr. LeMaster reported on fill dirt for new parking lot development/paving and future T-Hanger site. After speaking with the road contractors, there is no good fill dirt available. The plans for developing two new lots (one for small parking behind the administration building and one for event parking) were discussed with Mr. Hitch, Industrial Authority and Mr. Thompson, Hinkle Contracting. The Industrial Authority will do their best to help with costs. The small lot would contain 13,370 square feet while the large lot would contain 34,245 square feet. Reinforced pipe is desired instead of corrugated pipe along with other improvement when designing the projects. The estimates for the two lots totaled $47,615. (This amount could increase if the other improves are included.) After a discussion, a motion was made by Mr. Dailey to approve funding for the two lots. Mr. LeMaster is to have additional conversations about the improvements discussed and included if appropriate). Mr. Laferty seconded the motion, with unanimous approval. Brandstetter-Carroll Engineers will be requested to review the sites for acceptability afterward.

In accordance with the Board’s Bylaws Mr. Dailey presented each Board member with the conflict of interest policy. After reviewing the document, signatures were obtained from those present and will be retained for the Board’s records.
As required by the Board’s Bylaws, Mr. Dailey reviewed the Board’s bank depository information. The Board is required to approve the depositories at the Annual Meeting. The Citizens Bank holds operating, fuel, construction, and money market accounts. The Whitaker Bank holds the certificate of deposit. Mr. Dailey made the motion to continue with the current banking institutions. Mr. Oliver seconded the motion and it was approved unanimously.
Mr. Gray announced that the Kentucky Aviation annual meeting would be held in Louisville on September 7-9. Mr. Oliver made the motion that the FBO expenses for attending the meeting be approved. The motion was seconded by Mr. Dailey. The motion carried unanimously.
Dr. Derrickson, Chairman of the Nominating Committee reviewed with the Board the Committee’s recommended slate of officers for the 2011-2012. The committee was comprised on Dr. Derrickson, Mr. Click and Mr. Laferty. It was recommended that the existing officers be reelected for July 2011 – June 2012. It was noted that the officers work very well together. The officers would be Mr. Gray, Chairman; Mr. Oliver, Vice Chairman; and Mr. Dailey, Secretary-Treasurer. Mr. Laferty moved to accept the committee’s recommendation. The motion was seconded by Mr. Stinson. The motion was carried unanimously.
Dr. Derrickson congratulated the FBO on their performance. The FBO has been with the Airport for a year. At times, the conditions have been adverse, but they have done a good job. In light of their cooperation and abilities, a vote of confidence was suggested as a motion. The motion was seconded by Mr. Dailey and approved unanimously.
Dr. Derrickson and Mr. Potter recently reviewed erosion at the field edges. Mr. Potter made photo images of the erosion. Issues relating to the damage include wash outs, gulleys, and the inability of grass to grow there. Other issues include tree limbs in fence lines. It was suggested that a project be initiated to correct the problems. An estimate will be made and state financing will be sought. Other items discussed include the fence property line; erosion at fence line; damage to existing grass at fence line; boulders popping up; and fill dirt. All information will be turned over to Mr. Farmer for his review and appraisal.
Mr. Gray reported on an inspection by the Division of Water regarding a cistern. There is a need to apply for an extension. Mr. Gray will contact the Kentucky Division of Water.
Mr. Farmer reminded the Board that he is here to help us and is available to serve the Board and the FBO, and would be more than happy to attend other airport meetings.
