Minutes
June 27, 2013

Chairman Michael Gray called the meeting to order at 6:05 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport. Other members present were Don Laferty, Charles Derrickson, Tim James, James LeMaster, Tom Fossett, Ron Oliver, and Eric Stinson. Stanley Click and Porter Dailey were absent. Guests present were Tracey and Mike Potter – Fixed Base Operator; Earl Rogers – Attorney; and Barbara Marsh – Assistant Secretary-Treasurer.

Ms. Marsh presented the Minutes of the May 30, 2013 meeting. Mr. Oliver corrected the minutes regarding Matthew Sellers’ retractable landing gear. The sentence now reads, (page 2) “Barbara Sellers, a native of Grayson, KY, has documented her grandfather’s (Matthew B. Sellers) journey through his 1908 invention of the retractable landing gear and Kentucky’s first powered flight.” The motion to approve the corrected May Minutes was made by Mr. Laferty, seconded by Mr. Oliver, and unanimously approved.

Ms. Marsh presented the Financial Report for the period ending May 30, 2013. The report included four pages including cash flows, balance sheet, and profit & loss detail. The all- funds balance was $141,575.13. A motor vehicle fuel tax reimbursement was received from the Kentucky Department of Revenue ($2,861.70) and was passed through to the FBO. Expenses included payment to The Walker Company for runway repairs ($9,950.00); Fixed Base Operator FY 2013 4th quarter contract payment ($7,500.00), and SAM federal government grant registration ($500.00). Mr. Laferty requested information about Morehead Utility Plant Board’s monthly invoice and the water usage. Future financial reports will include gallons of water used. The motion to accept the May 2013 Financial Report was made by Mr. Oliver, seconded by Mr. Laferty, and unanimously approved.

REPORTS

Tracey Potter gave a report on the status of the FBO and Airport activities. She advised the status of fuel sales, grounds maintenance, and hangar activities.

Ms. Potter reported that fuel sales for the month of May were 2466 gallons of 100LL and 1067 gallons of JETA. Another 5500 gallons of 110LL fuel was received. The balance of remaining fuel is approximately 6085 gallons of 100LL and 1871 gallons of JETA fuel. A purchase of JETA fuel will be made based on remaining fuel.

Ms. Potter reported that the monthly Community Hangar reports include Kevin Mays $150.00 and PHI Helicopter $300.

Ms. Potter reported that mowing had begun in preparation for the July 4th celebration.

Ms. Potter reported that the plow truck rusted in half.

Ms. Potter reported there will be another Pancake and Sausage breakfast on Saturday, July 6.

Ms. Potter reported that Mr. Jamie Samuels would like to give rides on July 4th in his newly purchased Bell 47G helicopter up until the Fireworks display begins. Mr. Samuels is employed with PHI as a flight paramedic. After a discussion, Mr. Samuels’ request will be directed to the City of Morehead & Morehead Tourism Commission. The event is being sponsored by the City/Tourism and is in charge of event activities. The Airport will be closed from 4:00-10:30 pm during the event.

Ms. Potter reported that the Kentucky Airport Challenge begins July 1. Several aircraft are expected at the Airport during the two-month event.

Ms. Potter reported a meeting was held on June 26 with state (Mr. Craig Farmer, Transportation Cabinet Engineer Branch Manager) and federal (Mr. James Williams, Project Manager and Mike Thompson’s replacement) officials present. An inspection was made and condition repairs were noted. A recommendation to repair the ditch west of the T-Hangars to help with drainage was discussed and could be included in the T-Hangar building project. Dirt from the reworking of the ditch could be used for the T-Hangar project base. Also noted were pavement crack filling and striping with the next entitlement money after the T-Hangar project is completed.

Ms. Potter reported airports whose entitlement funds are not expended may transfer the funds to other airports to use for their funding needs. It is suggested that we contact the Jackson County Airport to request a transfer of funds ($150,000 or a portion thereof) to the Morehead-Rowan County Regional Airport before the time limit expires.

Ms. Potter reported that a dip in the runway has appeared on the left side of the runway. It approximately matches the dip in the runway on the right side which was repaired by The Walker Company in December 2012.

Mr. James and Dr. Derrickson, Buildings & Grounds Co-Chairs, reported on the 2013 Airport plan status report. Mr. James distributed the eight-item report.

  1. Soil conservation recommendations. Recommendations regarding runway storm drainage improvements on the airfield were addressed. The Soil Conservation scientist visited the Airport and requested and was provided the drainage and elevation drawings/specifications. A follow-up visit is pending.
  2. Erosion control. We have added additional fertilizer to the areas that were improved last year; however, the proposed improvements for the north end of the runway have been put on hold pending funding for additional fertilizer, seed, and erosion blankets.
  3. Lime and fertilizer. To promote a better hay crop next year, we are planning to use some of our available funding for lime and fertilizer on the hay producing areas.
  4. Seeding and overseeing of the fields. Due to funding, this has been put on hold until next year.
  5. Bush-hogging and mowing. Hay was cut and remaining areas are being bush-hogged.
  6. Develop map of Airport. A 51” x 33” map has been printed and is pending framing.
  7. Spray rows and areas in the Airport proper. The spraying of the fence rows and other areas was accomplished by the FBO.
  8. Develop plan to keep deer from entering the field. Only one deer has been spotted thus far. We are working with Magistrate Clark to add additional rip rap to fill in the holes under the fence. This will be accomplished once the rainy season is over.

Mr. James reported that based on the limited assets, the FBO has done a good job on the Buildings and Grounds Committee recommendations.

Dr. Derrickson reported that Rowan County road crews will be mowing on our road for the July 4th Freedom Fest celebration.

Dr. Derrickson, Nominating Committee Chairman, with Mr. Click and Mr. Laferty, reported on results of the Nominating Committee for the 2013-2014 fiscal year (July 1, 2013-June 30, 2014). Dr. Derrickson reported in reviewing the operations of the previous year, the facility has been kept most suitable and is actively improving. With the addition of the stave mill facility and their letter citing one of the reasons for locating in this area being the Airport facility, the Committee was impressed with the current leadership and their direction. A new T-Hangar is in the process and many other activities on which the Board recognizes and commends the leadership. The Community Day/Air Show impressed the community and reflected well on the Board’s direction. Mr. Laferty addressed the overall appearance of the facility. One of many visitors to the Airport commented on the pristine nature of the facility. The KDA Commissioner commented that this was one of the nicest Airports in the region, and #1 in appearance. Everyone who has flown into the Airport has said this is one of the nicest airports and that we can be very proud of it. Mr. Laferty thanked the FBO and the Buildings& Grounds Committee for work during the past year. The Nominating Committee was impressed with the overall reaction to the Airport by visitors, tenants, and local citizens and therefore recommends that Mr. Gray continue as Chairman, Mr. Oliver continue as Vice-Chairman, and recommends Mr. Stinson as Secretary-Treasurer.
