Morehead-Rowan County Airport Board Minutes
July 28, 2016
Vice Chairman Porter Dailey called the meeting to order at 6:05 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport. Other members present were Harry Clark, Ron Oliver, Jim Lemaster, Charles Derrickson, and Aaron Roberts. Absent were Tom Fossett, Mike Gray, Bruce Mattingly, and Tim James. Guests present include Jaime Samuel – Hangar Tenant (and acting FBO); Wes Mittlesteadt and Mark Upchurch – Garver; and Barbara Marsh – Assistant Secretary-Treasurer.
Mr. Dailey presented the Minutes of the June 2016 Meeting. The motion to accept the June 30, 2016 Minutes was made by Mr. Oliver, seconded by Mr. Clark, and approved unanimously.
Ms. Marsh presented the June Financials. The report included June income and expenses and a profit and loss comparison of FY15 and FY 16 (July 1, 2014-June 30 2015 and July 1, 2015-June 30, 2016). The motion to accept the June Financial Report was made by Mr. Lemaster, seconded by Mr. Oliver, and unanimously approved.
REPORTS
a. FBO Activity Report. Mr. Dailey received an email report from Ms. Potter and reviewed it with the Board.
Fuel sales were 870 gallons of 100LL and 961 gallons of JETA fuel. Mr. Dailey noted that LL fuel sales appear to be in decline perhaps attributable to fewer flying lessons, inoperable 100LL truck meter and less air traffic in general.
- Community Hangar Ceiling Light. The replacement bulb has not been installed and the replacement lights on the hangar have not been installed.
- FME Security Light Installation/Photometric Plan. If the approved plan to install two security lights is put in effect, then the FBO can visually adjust to ensure no interference with night vision on the runway.
- c) 100LL Truck Fuel Meter. The fuel meter is still not working on 100LL truck. FBO has not been able to determine for certain what the problem is. The issue could be something more than just the meter. Parts could cost upwards of $2000 to $3000. A meter like the ones on the truck cost over $1000. Mr. Potter had ordered a similar one which did not repair the issue. The fuel truck is not used much but is a convenience for pilots.
Following a discussion it was concluded that the FBO be asked to contact an appropriate technician to assess the problem, and provide an estimate for the Board to consider.
Beacon Lights Fix. A NOTAM is still in effect. The unit turns so it has electricity. The bulbs received were not the correct ones, and have been reordered. They will be here next week.
It was discussed that Mr. Joe Carter had given a negative report to Mr. James about the beacon light issue. When Colonel Parker was here, he was also concerned. The information received was noted as an FBO repair issue and the KDA might offer help if needed.
- e) Security Camera Estimate. Roberts will obtain an estimate from qualified local technology providers in regard to a network security camera system that might be considered by the Board for installation at the airport.
f.) Other: Courtesy Car. The Crown Vic and red truck are both experiencing mechanical and operational problems and it is probably time to retire these vehicles and seek replacements. The sheriff’s department may be able to transfer a vehicle for use as a courtesy car.
The monthly Pancake and Sausage Breakfast will be on August 6.
b. Garver Report. Mr. Mittlesteadt, Mr Upchurch.
a) 2016 Asphalt Pavement Crack Repair Grant. Mr. Mittlesteadt introduced Mr. Upchurch who developed the final plans on the project. The estimated time of the project is 5 days with runway closure for 2 days. The plan is to complete the runway first, the taxiway 2nd and the apron 3rd. The estimate includes 39,000 linear feet of pavement cracks. Crack repair contractors will be notified and prequalified for the bids. A two-week turnaround is suggested with bid opening on Thursday, August 18 at 3pm at the Airport. An analysis of the bids will be presented to the Board on August 25. The motion to proceed with Asphalt Repair Project with bid opening on August 18 was made by Mr. Roberts, seconded by Mr. Oliver, and approved unanimously. An advertisement for bids will be sent to Mr. James to run in the Morehead News on August 5 (one time only). The project account will reimburse the Board for the expense of the ad.
b) 2015 Runway/Taxiway Repair Grant Close Out. Mr. Mittlesteadt reported the Runway/ Taxiway project has been satisfactorily completed and final payment may be made to the contractor and engineer with release of retainage. The project came in slightly below the funds available.
c) August FAA Visit. Mittlesteadt reported that our FAA Project Manager, Mr. James Williams, rescheduled his visit for Thursday August 4 at 3:30pm. He will be accompanied by Mr. Jamal Stovall, Community Planner. Mr. Ryan Sizemore, PE, Garver, will attend also. It is hoped that as many board members as possible attend the meeting to show Mr. Williams that we are interested and appreciate his visit. Discussions will involve the trench drain issue and continue our plans for design and construction next year. Mr. Clark suggested that Mr. James present the PP presentation which was so effective earlier this year at the Morehead City Council, Rowan County Fiscal Court, and Morehead-Rowan County Chamber of Commerce highlighting the accomplishments and economic impact of the Airport.
c. Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen.
a) Trailer Parking Lot Update. Dr. Derrickson presented the plan for the 80×100’ trailer and equipment parking lot addition. The area designated is from the center of the gravel road back 100’. Mr. Lemaster brought the plans from Curd Surveying (Mr. Joe Curd). Mr. Oliver will review the plans. After the review and grade stakes are set the County Road Department’s help will be sought.
b) Other: Hay/Mowing. Dr. Derrickson reported that the MSU University farm Manager Mr. Joe Fraley said that 208 rolls of hay were gathered from the Airport and that the areas where manure had been spread produced more hay than areas not treated. 208 rolls of hay is approximately 4000 bales of hay. A roll of hay averages 15-20 bales of hay. If properly fertilized and manure spread on all areas available at the Airport on a consistent basis, a yield of 10,000 bales is possible. Dr. Derrickson stressed the importance that the Board continue to convey its support of the University and County and express the Board’s interest in the University continuing its relationship with the airport by providing and spreading manure and cutting the hay. Dr. Derrickson noted that the Board could further the hay yield by spreading additional other fertilizer on the grounds. The Board concurred with Dr. Derrickson’s strategies to increase the hay yield through further fertilization, and secure a multi-year hay contract with MSU.
d. Communications and Security. Mr. Roberts, Chairman.
Mr. Dailey received a copy of the email from KDA Commissioner Parker to Mr. James regarding a recent state airport inspection that noted the beacon light issue, the windsock light, and REIL lights. The inspection noted that the problems had not been corrected in a timely manner by the FBO and that it might be necessary to engage the Board to insure the problems are addressed. Following a discussion by the Board it was concluded that the Board notify its Engineer of the chronic electrical and lighting issues the airport has experienced so that a comprehensive electrical fix, lighting plan and funding strategy, including ramp and security lighting, could be developed for the Board’s, KDA and FAA consideration.
e. Chair Report. Mr. Dailey, Vice Chair.
KAA’s Annual Conference will be in Owensboro on September 28-30, Wednesday – Friday. Barbara has offered to register interested attendees by the due date (August 1) for the reduced registration fee.
OLD BUSINESS
a. Amend 2016-2017 Operating Budget. Ms. Marsh reported that a spreadsheet formula error had resulted in the need to amend the current year budget. The result is a decrease in the depreciation reserve of $33,427. The adjustment is not material to the overall financial plan for the airport. The motion to approve the revised FY17 budget was made by Dr. Derrickson, seconded by Mr. Clark, and approved unanimously.
NEW BUSINESS
I. Other Business
1995 White Ford Truck. Mr Rogers will be consulted to develop the correct language for an advertisement in the Morehead News to accept bids/sell the vehicle which has a junk title. It was previously declared surplus property.
September 29 Meeting. Due to the KAA Annual Conference, September 28-30, our regular
meeting may need to be changed. A decision will be made at the August meeting.
