Dr. Derrickson reported on the water line construction.  He has met with Morehead Utility Plant Board (MUPB) and the contractor to discuss issues relating to the water line path.  The banks are steep along the road in certain areas.  The concern lies with erosion if the waterline stays along the roadway in these areas.  It was suggested that the water line come through the Airport property within the fence.  Dr. Derrickson made the motion to grant MUPB an easement of up to 15 feet on Board property for the waterline installation.  The Board Attorney will prepare the description to grant the easement on the Airport side of the fence in the proximity of the curve in the road.  The motion was seconded by Mr. Laferty and approved unanimously.

There will be a cost to the Board related to the labor cost for installing the water line.  The labor cost to the Board is estimated to be less than $50,000 and was included in the original plan for this project approximately three years ago.  There is a grant for the sewer line installation.

Dr. Derrickson reported that the fertilizer application has increased the growth rate of the grass.  Reseeding will occur in late August/September.

Dr. Derrickson reported on the back fence.  There is a possibility of losing the fence unless trees and brush are cleared soon.  The fence sits on the property line.  After a discussion, it was decided that the Board attorney prepare a draft of an agreement with the property owner to allow a ten-foot easement for keeping the fence line clear.  Mr. Clark will set up a time with Rodney Hitch for all to meet with the owner to discuss the issue and maintenance of the fence and property line.  The motion to move forward with an easement agreement was made by Mr. LeMaster and seconded by Mr. Click.  The motion was approved unanimously.

Dr. Derrickson reported on drain lines stopped up and not draining.  He was able to unstop one drain line with his hands.  He also reported that the FBO has a difficult job mowing in some areas due to water and drainage issues.  These issues needed attention in order that they not develop into larger problems in the future.
