Morehead-Rowan County Airport Board

Minutes

July 26, 2012

Chairman Michael Gray called the meeting to order at 6:05 PM in the Terminal Building Conference Room at the Morehead-Rowan County Regional Airport.  Other members present were Jim LeMaster, Porter Dailey, Ron Oliver, Charles Derrickson, Tim James, and Eric Stinson. Members absent were Don Laferty, Tom Fossett, and Stanley Click. Guests present were Tracey and Mike Potter, Fixed Base Operators; Ben Brandstetter – Brandstetter Carroll Inc.; Earl Rogers – Attorney; and Barbara Marsh – Assistant Secretary-Treasurer.

The Minutes of the June 28, 2012 meeting were presented.  The motion to approve the Minutes was made by Mr. Oliver, and seconded by Mr. LeMaster, and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending June 30, 2012.  The report included 5 pages consisting of a balance sheet and profit/loss detail.  Income was received from T-Hangar and Community Hangar leases, and Tie Downs. The July lease report was presented. The first year has been completed with the new accounting system and was reviewed. The year began in July 2011 with an opening balance of $321,615.30. On June 30, 2012, the ending balance was $172,744.50.  The funds were drawn down by $148,870.75. The motion to accept the June 2012 Financial Report was made by Mr. Dailey, seconded by Dr. Derrickson, and unanimously approved.

REPORTS

Tracey Potter gave a report on the status of the FBO and Airport activities.  She advised the status of fuel sales, maintenance/repair, and hangar activities.

Fuel sales for the month of June were 1,911.88 gallons of 100LL and JETA fuel was 1469.12 gallons pumped.   Total gallons on hand are 3952 gallons of 100LL fuel and 4411 gallons of JETA fuel.

Ms. Potter reported on the following:

  • There will be another pancake and sausage breakfast on Saturday, August 4.
  • The community hangar report included usage for the period and activities.
  • Tim Clayton received his private pilot license. To date, three students have obtained their private pilot’s ratings; three students have multi-engine ratings, and two students received their instrument ratings. Currently there is one multi-engine student, four private pilot students, and two more private pilot students who will start in the next couple of weeks.
  • Banner for Community Day will be updated with new date.
  • A former monthly tie down customer is now using the tie down only several weekends a month but is purchasing fuel. The customer is not being charged the monthly fee now.
  • White’s Lumber has given a $250 sponsorship for Community Day.
  • Replaced and repaired runway lights and ordered more bulbs.
  • PAPI (precision approach path indicator) went out on runway 2 but we were able to repair it.
  • Community Day posters were designed by Hailey Potter and printed by Good Shepherd printing. The request was made for Board Members to take posters and post.
  • Preparation has begun for touch up/beautification for Community Day including mowing and painting on walls and trim.
  • Exploring options for a lease for an FBO hangar to move maintenance into.
  • AWOS site has changed. The original plan had a 100’ taxiway and north of access road. The prints show a 300’ clear zone and a 500’ wind zone ring. Current location is 200’ farther away from the 200’ we had discussed and only 280’ from trees to the east. The national weather service approved the original site when they visited. The issue concerns problems with hangars which were too close to the AWOS. The layout plan as to hangar expansion to the north is a 300’ clear zone which takes up three-quarters of the area to build hangars and shows a hangar within 100’.

Dr. Derrickson and Mr. James, Co-Chairs reported on several projects.

  • The back field area has been cut and it is suggested that the area be mowed twice a year. In the future this could be a hay area. The advantage would be less mowing of the area and possible future contract for hay sale including baling. This would save on fuel and equipment maintenance.
  • The back fence (easement) area needs to have a 12’ clear zone and ready for bush hog mowing. The length of the area is approximately 1.5 miles long. After mowing, it is suggested that it be disked and smoothed out for grass to be sown. A bush hog will be needed. Estimates for bush hogs were given. A motion to purchase a used bush hog from Montgomery Tractor was made by Dr. Derrickson and seconded by Mr. Dailey, and unanimously approved.
  • The U.S. Forest Service has been contacted about using a dozer at the perimeter area.

Mr. Brandstetter reported on five projects.

  1. AWOS. Airport Zoning Approval received on June 29, 2012.
  2. T-Hangar Construction. Site plan alternates were discussed.
  3. DBE Plan. BCI will complete a DBE Plan for the Airport to be used for all future FAA funded projects. Some 2009 funds were unused for the Disadvantaged Business Enterprise Plan and may be incorporated. The plan must be approved by the FAA Office of Civil Rights in Atlanta. BCI will coordinate the efforts of this plan with the FAA District Office as well.
  4. Runway Storm Improvements. BCI will develop a Capital Improvement Plan for proposed storm improvements on the airfield. The problem will be evaluated and bid documents will be prepared for the time when funding becomes available. An application will be made for a future state grant.
  5. KTC Funded Paving Improvements. Hinkle’s estimate was used by BCI as a template to submit a grant application for the proposed paving improvements at the T-Hangar. It will be for 100% funding and includes all construction, engineering, and inspection costs. A project selection date has not been established and construction most likely will be a 2013 project.

Mr. Stinson reviewed plans for Community Day, September 22, 2012.

  • Morehead Tourism Commission offered support through a matching grant which involved advertising stipulations. A motion to review the grant at a later date was made by Dr. Derrickson, seconded by Mr. Stinson, and unanimously approved.
  • A C23 and UH 60 (Blackhawk) have been confirmed for before and after the airshow due to a conflict in scheduling with the Frankfort Capital City Air Show on September 22.
  • Letters of Understanding for the emergency personnel were given to Mr. Gray to distribute.

OLD BUSINESS

Mr. Gray reported that the FBO committee is still meeting and will report at the next meeting.

NEW BUSINESS

Mr. Dailey reported on audit concerns. Due to upgraded accounting software there was no audit in 2011. As a special taxing district, an audit is required only every four years. A previous contract with the John T. Lane firm included three audits with two audits completed. Mr. Rogers will review the contract. A motion for a 2012 audit to be conducted by the Lane firm was made by Dr. Derrickson, seconded by Mr. Stinson, and approved unanimously.

OTHER BUSINESS

Ms. Potter reported that a model remote control airplane club may use the airport provided each member is an AMA member and the FBO/Airport board pick the location that they use. Being an AMA member insures they have insurance.

The Aviation Conference will be attended by several members. Early sign up is requested so that extra fees do not have to be paid. The conference will be September 5-6-7.

ADJOURNMENT

Mr. Gray adjourned the meeting at 7:39 p.m.
