Mr. Brandstetter reported on six projects.
- AWOS Project. AWI (AWOS Supplier) will be on-site in February to complete the AWOS system installation. Data will be gathered and will be available for access. AWI is providing FAA with data for the licensing process. When the license is back from the FAA, the AWOS will be operational; however, data will be available in the interim after hook up.
- T-Hangar Construction. Per discussion with FAA on 1/30/13, the FY 2013 AIP funds are not 100% authorized at this time. Full funding is dependent upon Congressional action. After discussing three options for going forward, option 2 was accepted to advertise the project for bid in February. A short-term bank note to cover the gap until FY 2014 dollars are available may be needed. The Board’s percentage local match is 2.5% of the project cost.
- DBE Plan. DBE Plan was approved by the FAA on 11/14/12. Information about this project will be available in the Terminal Building as a bulletin board item or on the counter.
- Runway Storm Improvements. On hold until spring.
- KTC Funded Paving Improvements. Submitted in 2012 but not funded. Mr. Brandstetter will inquire when the next round of funds will be approved.
- Temporary Runway Repair for Runway 2. The Walker Company completed this work during the week of December 3rd, per schedule. It will be funded at 100% by a state grant.
Mr. James and Dr. Derrickson, Buildings & Grounds Co-Chairs, reported that a Buildings and Grounds Handbook had been developed. It is a guideline for ground and facility planning and execution and included such items as maintenance of equipment, fertilizer needs, grounds operation, erosion control, mowing frequency, development of grasslands and hay, fertilization and costs. Priority items include liming/fertilizer/seeding and erosion control. Purchases need to be in large quantities for price control. The applications need to begin in March. Mr. James and Dr. Derrickson asked that a budget be developed for their application. Mr. Gray will resubmit a state request for reimbursement of matting from a prior year. A motion to approve the Buildings and Grounds Handbook was made by Mr. Dailey, seconded by Mr. Click, and approved unanimously.
NEW BUSINESS
Mr. Laferty reported that options for a 3-letter identifier required by the FAA for a TAF and thus eligibility for an advanced weather station had been narrowed to three possibilities and he was recommending SYM as the new airport identifier (to replace M92). Mr. Dailey seconded the motion and it was unanimously approved.
Mr. Dailey reported on the Financial Manual which was developed in response to an FAA requirement regarding grant risk management. The Financial Manual contains the processes in place to handle all funds, procurement, management of files, and security of data. The Executive Committee had approved the Manual to meet an FAA submittal deadline. The motion to approve the Financial Manual was made by Mr. Stinson, seconded by Mr. James, and approved unanimously.
Mr. Brandstetter reported on a Permanent Runway Fix for runway 2. A permanent fix is being reviewed at this time, but will likely be deferred until 2014. There is a need to localize the problem, but there are no signs of weakness at this time. The State will not fund the permanent repair.
Mr. Stinson reported on next year’s planned Community Day and Air Show – September 21, 2013. The event needs to have sponsorship funds to cover all expenses for the event or the event will not be held. Last year’s event was subsidized by $3,500. Suggestions included a gate charge (by the carload). Funds for insurance and performer fees will be allocated first. Funds for the event need to be committed by April 1. Mr. Stinson and Dr. Fossett, Committee Co-Chairs will develop a budget for the Community Day and Air Show.
