REPORTS

1. FBO. Ms. Potter reported on the status of current fuel sales, grounds maintenance, and hangar activities.

  • Fuel sales were 757 gallons of 100LL and 1106 gallons of JETA fuel.
  • The fuel credit card reader cover was repaired with new velcro straps sewn by Jody Holly.  The repair did not alleviate the issue of flying up when a helicopter lands near it.
  • The Kentucky Department of Agriculture certified all the fuel meters.
  • Fleming Mason Energy will visit next Monday to review needs for security lighting and replacement of the exterior lighting on the original T-Hangars. If LED bulbs are used in the exterior lighting, an energy credit may be issued.
  • The EAA chapter’s bus trip to Dayton Air Force Museum on March 5 has seating available.
  • The monthly Pancake and Sausage Breakfast will be on March 5.

2. GARVER. Wes Mittlesteadt, Professional Engineer.

New Commissioner. The Kentucky Department of Aviation’s new commissioner is Colonel Steve Parker. A deputy has not been named yet. Colonel Parker was previously with Stantec. Grant Application.

Grant Application. Deadline for FAA grant applications this year is June 1, 2016. We are not sure of the structure of FAA funding past March 31, 2016. The House did not discuss the long- term FAA re-authorization bill this week (2/22-2/26). So, we anticipate a short-term extension at this point.

ACIP Update. The Airport Capital Improvement Program (ACIP) Project List approved at the January 2016 meeting was presented to the FAA in February with minor changes. It was the first ACIP list received by the agency. Item number 1 is the trench drain issue. The FAA is requesting a forensic study primarily to determine why it failed. It is asking that the Board pay for the study which would be reimbursed in the grant award. The estimated cost is $5,500 by L. E. Gregg and Associates.

General Aviation Info. The Kentucky Aviation Annual Conference will be held in Owensboro on September 28-30, 2016. This is the 40th year for the conference. The conference will highlight three airports. An email or letter will be mailed to each airport requesting proposals to be a featured airport.

3. Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairmen.
Dr. Derrickson reported that the Morehead State University hay contract will be reissued this year. The University farm provides manure and hay cutting for the airport while the airport has reduced costs for fuel, equipment, and labor during the mowing growing season.

4. Communications and Security. Aaron Roberts, Chairman.

The airport website is being reviewed and suggestions will be made for improved visibility and archiving outdated material. Concerned about the conflict of interest policy, Mr. Roberts had earlier in the week contacted and reminded Mr. James that his automotive tire and repair shop has been doing business with the airport for several years prior to his appointment to the Board this past Spring. Mr. James subsequently discussed the issue with legal counsel, Mr. Rogers who indicated that this would now be considered a conflict of interest. To avoid this conflict, all future work must be explicitly approved by the board. Mr. James will request advice from Mr. Rogers concerning procedures to be followed in case of emergency repairs that may be needed between board meetings.

OLD BUSINESS

Trailers on Property. Mr. James reviewed the current trailers being parked on airport grounds and found several which had not been given permission. Dr. Mattingly drafted a parking policy with comments from Mr. Rogers. After much discussion, the draft policy with minor revisions was voted on. The motion to adopt the parking policy was made by Mr. Clark, seconded by Mr. Gray, and approved unanimously. Building and Grounds Committee will work with the FBO to designate and mark areas for trailer parking. A request will be made to the Rowan County Road Department to bring needed rock to the airport to assist with future trailer parking.

NEW BUSINESS

Chamber of Commerce Presentation. Mr. James has prepared a slide presentation featuring updated activities and economic impact of the airport. He will be the featured speaker at the Chamber of Commerce regular meeting on Thursday, March 3, 2016.

ADJOURNMENT

The meeting was adjourned at 6:49 pm.
