The Minutes of the July 26, 2012 meeting were presented.  The motion to approve the Minutes was made by Mr. Laferty, and seconded by Mr. Stinson, and unanimously approved.

Mr. Dailey presented the Financial Report for the period ending July 31, 2012.  The report included 6 pages consisting of a balance sheet, profit/loss detail, and August T-Hangar lease report.  Income was received from T-Hangar and Community Hangar leases, and Tie Downs. Expenses included payments for casualty insurance to KACO ($4,883.00). Insurance expenses for the year will approach $10,000.  Other expenses in July included payment to the Morehead Utility Plant Board for sewer line installation ($49,530.00).  The motion to accept the July 2012 Financial Report was made by Mr. Stinson, seconded by Mr. LeMaster, and unanimously approved.

REPORTS

Tracey Potter gave a report on the status of the FBO and Airport activities.  She advised the status of fuel sales, maintenance/repair, and hangar activities.

Fuel sales for the month of July were 1,461.58 gallons of 100LL and JETA fuel was 1,503.33 gallons pumped.   Total gallons on hand are 2,676 gallons of 100LL fuel and 2,840 gallons of JETA fuel.

Ms. Potter reported on the following:

  • There will be another pancake and sausage breakfast on Saturday, September 1.
  • The community hangar report included usage for the period and activities.
  • The Department of Forestry provided a bulldozer and labor on some of the erosion areas. Then the area was seeded, fertilized, and covered with erosion control mats.
  • There are non-functioning lights on the north side of the T-Hangars because the roof only extends a couple of inches over the edge allowing water to flow directly on the lights. These lights were not designed to withstand direct flow of water. The south side lights are OK because the metal extends six inches over which lets water flow past the lights. A different style of light will be needed on all north side lights.
  • The beacon eye needs repair and is staying on 24 hours a day.  After inspecting the photo lens, it was found that it is a hard wired lens not a plug and play. An electrician has been called to repair.
  • Preparations are being made to the airport grounds for Community Day.
  • Eastern Aviation performed yearly maintenance by changing all filters on both JetA and 100LL fuel systems.

Mr. Dailey reported on the Motor Vehicle Fuel Tax Refund. The state charges tax on 100LL fuel. A request was sent to the Department of Revenue for a refund. A check was received for $7,750.78. The time period covered twenty-two months. The refund represents a fuel profit for the FBO and a check will be written for the same amount.

Dr. Derrickson and Mr. James, Grounds Co-Chairs reported on several projects.

  • Ninety-four rolls of erosion control mats which were 7.5’ wide were installed by Forestry Department and Airport personnel, volunteers and committee members. Two dozers were provided by the Forest Service.
  • Soil samples were taken indicating that more lime will need to be applied.
  • A letter to the Morehead News Editor and thank you note will be sent to the Forestry Service for their help with erosion control.

Mr. Brandstetter reported on five projects.

  1. Location of AWOS will be revised. Airport Board will not incur any costs associated with this action. The Tower is projected to be up in October 2012.
  2. T-Hangar Construction. Site plan option 2 (inverted crown) was selected at the last meeting. Components were discussed that should/should not be included in the current project.
  3. BCI will complete a DBE Plan for the Airport to be used for all future FAA funded projects.
  4. BCI will develop a Capital Improvement Plan for proposed storm improvements on the airfield. The plans will be prepared in a manner which will allow the Airport to complete individual components of projects as funding become available.
  5. BCI submitted a grant application for the proposed paving improvements at the T-Hangar. It will be for 100% funding and includes all construction, engineering, and inspection costs. A project selection date has not been established and any construction most likely will occur in 2013.

Mr. Gray reported that the Governor announced today that the FAA had funded a $50,850 grant for the initial planning phase of the new T-Hangars.
