REPORTS

FBO

Tracey Potter reported on the status of the FBO and Airport activities. She advised the status of July fuel sales, grounds maintenance, and hangar activities. Fuel sales were 1700 gallons of 100LL and 3100 gallons of JETA fuel. The monthly Community Hangar report included PHI Helicopter, Jamie Samuel, and Kevin Brown for a total of $750. Weeds were sprayed on the runway, taxiway and back fence line. Eastern Aviation Shell was here for their annual inspection and maintenance call on the fuel system, pumps and changed filters. There will be a Pancake and Sausage Breakfast on September 6. The 100LL fuel truck was brought to the Airport by Mr. Jamie Samuel. There will be a chili cook-off and corn hole tournament on October 11. The EAA Young Eagle flights will be on September 27. The Airport/FBO will have a booth at the Morehead Arts and Eats Festival on September 20.

Buildings & Grounds

Chairman Dr. Derrickson went over actions.
Mr. James appointed Mr. Oliver as Co-Chair of the Buildings and Grounds Committee. Soil. The hangar contractors have expressed concern about grass growing on the subsoil. Due to no topsoil or fertilizer being applied recently, the ground has very little nutrients. It is suggested that manure and fertilizer be applied as soon as possible. The MSU farm has manure which they will furnish to the Airport, but no method of transportation. Mr. Clark will report back on the availability of county trucks which may be used. It will need to be disked in and seeded. Morehead State University is preparing a contract similar to the hay contract for manure usage.
Storm Drainage. Mr. Oliver and Dr. Derrickson will make a plan regarding storm drainage as the next project and report back to the board.

Communications and Security

Mr. Laferty, Chairman, reported that the FAA will change the Airport ID to KSYM on September 18. The terminal Area Forecast System (TAF) may be utilized at that time.

Brandstetter Carroll Inc.

Mr. Beattie and Mr. Brandstetter reviewed project updates.

T-Hangar Project

  • Drainage issues remain. BCI presented two options to correct the issues and requested a recommendation from the Board. The Airport Board indicated that this was an engineering decision for BCI and either option would be acceptable if it moves water per the contract. BCI will work with the contractor about existing conditions and correct to the recommended minimum/maximum grade specifications. The Airport will not accept any additional charges for work that may be required to meet the original project specification for paving and drainage.
  • Overhead doors need 230 amp breakers. The electric portion of the contract was specified as 110 volt, but should have been 230 volt. To ensure that the doors would work properly, the contractor proceeded without approval to install 230 volt electric. The contractor submitted a change order of $9600 for the upgrade. BCI negotiated a reduced amount of $8900. Mr. Brandstetter and Mr. Beattie agreed that there had been “a lack of coordination” on the part of BCI in specifying the electrical requirements actually needed for the doors. However, they argued that this upgrade represented a “value-added” enhancement of the project, and the increased cost was the responsibility of the Airport Board. There was widespread disagreement from Board members, and it was indicated that the Airport does not have contingency funds to cover the additional cost. Mr. Brandstetter indicated that the FAA will usually cover costs for “value-added” change orders. He will make inquiries with the FAA.
  • Substantial completion was to be August 3, 2014, but is now August 18. Punch work is estimated at 3 weeks. The topsoil will be at no cost and grading facilitated by BCI.
  • Ground fault credit has not been resolved. Contractor has stated $2350. Mr. Oliver suggested $700 per bay for a total of $8400 credit. Figures will be forwarded for review.
  • Mr. Dailey requested information needed for BCI for the bridge loan. Mr. Brandstetter will contact Mr. Dailey tomorrow.

Runway & Taxiway Striping Project

  • Completed.

FBO Contract Renewal

Mr. James reported that the draft FBO contract extension presented at the July Board meeting was discussed with Mike and Tracey Potter and the Executive Committee. With minor changes the contract was approved by both parties. A motion to ratify the extended FBO contract (September 1, 2014-September 1, 2015) was made by Mr. LeMaster, seconded by Mr. Oliver, and approved unanimously.

NEW BUSINESS

KAA Conference. Mr. James and Dr. Mattingly will attend the annual Kentucky Aviation

Conference September 10-14.

BCI – Jave Hangar Project contract. Mr. James reported that contractual matters related to the BCI-Jave hangar project need to be discussed. The motion to go into Executive Session for the purpose of discussing the business contract with BCI and Jave was made by Dr. Mattingly, seconded by Dr. Derrickson, and approved unanimously. No action was taken during the Executive session. The motion to return to open session was made by Mr. Dailey, seconded by Mr. Laferty, and approved unanimously.

OLD BUSINESS

Firstair Plane. Shipping cartons for the engines have been sent to the Airport.

OTHER BUSINESS

Corporate Hangar

Mr. Brown, representing Astronautical Development LLC (AD), requested information about a private corporate hangar and the location on the airport property. The building size is 60’x150’. The hangar would house 3-5 aircraft, equipment area, 2 bathrooms, office area, and would have daily use. Mr. Dailey reached out to Henderson County Airport for information about land use for corporate hangars. Mr. Brown would like information as soon as possible or within four months. The proposed private hangar would be owned and operated by AD with the land leased for duration of 30-40 years. Activities performed on the premises could include business operations, aerospace product research and development, aircraft maintenance, and flight operations. The Morehead-Rowan County Economic Development Council will be contacted about possible tax and other job incentives available.

Dump Truck

A dump truck would aid with snow removal and other activities at the Airport. Dr. Derrickson will review surplus property card requirements to obtain the truck.

ADJOURNMENT

The motion to adjourn was made by Dr. Fossett, seconded by Mr. Oliver, and approved unanimously. Mr. James adjourned the meeting at 7:20 pm.
