REPORTS
Mr. Hardin reported that the monument sign had been installed, but improperly. The sign should be perpendicular to Kissick Road. He will address this issue with the contractor. The dedication plaque has not been ordered. Mr. Gray has a contact and will pursue the purchase of the plaque. A deadline date of September 15 for installation will be requested.
Mr. Hardin reported that there had been no contact from the FAA on the T-Hangar construction. He will pursue a response.
Mr. Hardin reported that the AWOS III project is moving forward. He will pursue with the State the paperwork related to the project.
Mr. Hardin reported that leaks in the Terminal Building and other remedial work may be tasked to a different contractor, if necessary, to make the corrections.
Mr. Laferty inquired regarding lettering to identify the Airports elevation and as M97. Mr. Hardin advised that he would obtain pricing and that the cost would be outside of the original contract.
Mr. Thompson gave a report on the road project. Substantial work has been accomplished with the agreeable weather during the last thirty days. All the stone base and initial asphalt has been installed. The surface course includes a dressed shoulder. Concerns include significant water flows during heavy rain that run across the roadway at the site of former pond; two areas in the roadway that had failed will be dug out on August 26; and a signage standstill due to lack of instructions in the plans and lack of response from inquiries. Other final items include seeding/strawing areas around big parking lot; installation of rumble strips; double line/edge lines; and fence to be put back up. A partial final surface will be installed before the September 16 dedication ceremonies.
Tracey Potter gave a report on the status of the FBO and Airport activities. She advised the status of fuel sales, grounds maintenance, and hanger activities.
Ms. Potter reported that fuel sales for the month of August were: 100LL pumped 2,708 gallons and JetA pumped 944.58 gallons. The balance of remaining fuel is 7,839 gallons of JetA fuel and 4,434 gallons of 100LL as of August 25.
Ms. Potter reported that there are four planes in the tie down area. The owners are John Broughton, Jack Holley, Mike Gray, and Darryl Lewis. There are two aircraft in the main hangar area owned by Jim LeMaster and the PHI Helicopter.
Ms. Potter reported that maintenance had been performed on the Kubota tractor including changing the oil at 395 hours. The ZTrac was serviced at 75 hours. Sauers Equipment of Flemingsburg changed the fuel filter and worked on a fuel problem with the tractor. All the blades have been sharpened, a hydraulic fitting was replaced, and bearings for the front wheels have been ordered through Sauers Equipment.
Ms. Potter reported getting the grounds ready for the dedication and open house. Workers have been on site including fence line weed eating, mowing, cleaning out trees/brush/debris on all sides of the property, cleaning out waterways. Trees have been cut out of the fence on the south and east side of the Airport. Other work includes the south and west bank and on the north and east side.
Ms. Potter reported other work which needs to be completed includes installing the flag poles, purchase and installation of the parking blocks, and repairing the fence at the pond area. Harry Clark will help with placement/installation of the two flag poles in front of the building.
Ms. Potter reported that both new parking lots were near completion, with pavement and striping. A handicap sign with van parking is needed.
Ms. Potter reported that the PAPI is in need of repair. It is working on 20. The FBO is replacing two components in the electronic board. If this repair works, the cost will be about ten dollars. If not, a new board will need to be purchased since the company will not repair the old ones. Fifteen more runway lights were replaced.
Ms. Potter reported a wind block is needed near a ravine on the west side near runway 20. The area includes an open valley and constitutes a potential hazard for planes landing and taking off due to wind interference. It was suggested that white pines provide a good wind block and are fast growing. A suggestion was made that this would be a good project for Eagle Scouts. The white pines may be available from state resources,
Ms. Potter reported that Dustin Brewer received his instrument rating Monday, August 22.
Ms. Potter reported plans for another Pancake and Sausage Breakfast on September 3 from 7:00-10:30 am.
Ms. Potter provided the Board a report on Tie Down and Community Hanger rentals. This report will be provided each month.
Dr. Derrickson reported on ground maintenance which had occurred. The FBO is doing a good job with the maintenance including trimming and mowing.
Dr. Derrickson reported that the two new parking lots need parking stops for the 51 spaces. Dr. Derrickson made the motion to purchase the rubber parking stops and install with two pieces of rebar each. The handicap parking space will need a sign indicating van accessibility. The motion was seconded by Mr. LeMaster and was passed unanimously.
Dr. Derrickson reported the need for a walkway from the lower parking lot to the upper parking lot behind the community hanger. The pump station needs to be fenced off also. Dr. Derrickson made the motion to install a connecting concrete walkway which will join the upper and lower parking lots. Mr. Click seconded the motion and it was approved unanimously.
Dr. Derrickson suggested that the entrance area needs a welcoming mat with the Airport logo.
Dr. Derrickson reported that the bathroom tile is not suitable. Mr. Potter offered to replace/tile the bathroom floor. A high estimate from Lowe’s is $600. If a tile cutter is not needed, the estimate is $540. Dr. Derrickson made the motion to re-tile the bathrooms using existing labor. Mr. Stinson seconded the motion which passed unanimously.
Dr. Derrickson met with Phil Conn who owns property adjoining the Airport along the west fence line. A discussion involving the undergrowth and cutting, all but useable timber, for twelve feet into Mr. Conn’s property was addressed. This is a big project but necessary in order to save the integrity of the fence line. There needs to be enough space to mow and possibly use a walk behind mower. A chipper/cutter needs to be included for debris removal. There is tangled and loose wire on the property also. A suggestion was made to get three estimates from companies which are insured. Mr. LeMaster, Mr. Clark, and Dr. Derrickson will obtain the estimates.
Mr. Gray reported on the program for the September 16 Ribbon Cutting Ceremony for the new road and Terminal Building dedication. Many dignitaries will be in attendance during the 1:00 – 2:30 pm event at the National Guard Armory near the entrance to the new Airport Road. It will include a ribbon cutting at the road with local state, federal and local officials, and Economic Development Committee members. Most of the speeches will be at the road opening. Other possibilities include ringing a buzzer for entrance, closed circuit, and intercom.
All hangar leases have been paid for the first quarter; however, Brandon Hamilton has not provided insurance coverage. Ms. Potter indicated she would contact Mr. Hamilton to provide proof of insurance.
The high school aviation class is constructing a small plane as part of a class project. They would like to bring the old plane to the airport and put it into flying condition. It is part of the curriculum. The students would work on the plane after school. The motion to allow the aviation class to house the plane in the Community Hanger without paying the monthly rental fee was made by Mr. Stinson. It was seconded by Mr. Laferty and passed unanimously.
