A representative will be invited to give a short 5 minute presentation with a 10 minute Q&A session.
? The dip in the runway is much worse. Mr. Dailey advised that an engineer would be better able to help the airport in completing the runway dip repair. Previously, the board approved advertising for engineering services. Mr. James will place an advertisement in The Morehead News. The responses to the request will be reviewed by the Executive Committee who will prepare a short list of qualified engineers to be interviewed by the board. Mr. James will contact the Kentucky Department of Aviation (Mr. Craig Farmer and Mr. Steve Marcozzi) to request a site visit to inspect the runway dip safety issue.
? Pancake and sausage breakfast will be on May 2.
# 3 FBO Mid-Year Contract Review. Mr. James reported that the Executive Committee met with the FBO to review performance. The review was considered good with discussion of goals accomplished and challenges to be met noted.
#4 Buildings & Grounds. Dr. Derrickson and Mr. Oliver, Co-Chairs, updated activities.
- Hay Contract. Dr. Derrickson reported an extremely wet April has deterred the application of organic matter (manure). The fields need to dry up so that the big county trucks will be able to haul manure to improve fields. We will be working with the FBO, MSU, and county road crews to accomplish this goal.
- Lighting/Electrical Update. Mr. Oliver reported that the back-ordered bulbs for the community hangar will be delivered in May.
- New T-Hangar Punch List. Mr. Oliver went over punch list items. The following is a partial (not an exhaustive) list. Ms. Potter noted that master keys have not been received from the contractor JAVE LLC.
- B1 Lock Assembly
- B2 key does not work. Could not get in. Mr. Roberts, offered his key for the inspection.
- B5 Lock Assembly
- B6 Semi truck trailer inside has damaged the walls. Mr. James spoke with Jason at JAVE LLC who was requested to give us something in writing stating “there is no structural damage caused by the semi truck”. JAVE LLC will repair the damage and give us a bill which Mr. Jaime Samuell will pay. Mr. Samuell, present at the meeting, agreed to cover the costs of repair.
- B7 Lock Assembly
- B8 Lock Assembly
- B9 Lock Assembly
- Wind bracing needs to reviewed.
- Completion of punch list items will be made tomorrow or Monday. A note needs to be made to re-inspect the roof flashing/weather stripping. Mr. Gray requested that all hangars be re-inspected to certify that all repairs and deficiencies have been corrected before final payment.
- Mowers. Dr. Derrickson reported that the warranty period is up on the John Deere
ZTrac mower. The cost for a one year warranty is $1260 while a two-year warranty would be $1927. The mower is in good condition per the FBO. Dr. Derrickson recommended not purchasing the extended warranty.
- Pressure Washer. Dr. Derrickson reported that a commercial pressure washer is needed to alleviate mold and mildew on the hangar siding and elsewhere on the property. The estimated cost is $600. The motion to authorize the Buildings and Grounds Committee along with the FBO to find the best deal was made by Mr. Oliver, seconded by Dr. Mattingly, and approved unanimously.
#5 Communications and Security. Mr. Laferty reported that there were no issues. NAVCOM is excellent as well as TAF and METARs. However, the AWOS is in need of a new UPS unit. . Mr. Samuell reported that NC 17 is occasionally showing up as our location when checking TAFs. The issue will be pursued through NOAA in Jackson and anyAWOS.
#6 Property Lease Policy. Mr. Dailey reported the policy has been completed with reviews by Mr. Rogers.
#7 T-Hangar Fire Extinguishers: Mr. James stopped by the MMRC fire station to pick up the fire extinguishers donated by Fire Chief Glover, but no one was present at the fire station.
#8 Hangar Lease Update: Dr. Mattingly reported that new T-Hangar leases have increased by 14 for a total of 24 hangar spaces plus two end storage units due to the completion of a second set of hangars at the airport. All hangars are leased; however, lessees have been allowed to move in without signing a lease or paying the monthly lease payment upfront. Due to the extra time and effort involved in obtaining the required information and forms, no one will be allowed to occupy a hangar until the completed written lease and the lease payment ($170 or prorated amount) is received. There is one long time tenant who has not provided the signed lease agreement after multiple requests. If not received by the next meeting, a recommendation will be made for eviction. Mr. Dailey suggested placing the hangar lease on the website for ease of access. The general rule is that the landlord is insulated from liability with a completed lease. Dr. Mattingly will revise the tie down/community hangar lease agreements for placement on the website http://www. thomast234.sg-host.com/ also.
NEW BUSINESS
#1 Nominating Committee: Mr. James reported that new officers will take office July 1, 2015. He appointed a committee to contact prospective officers and propose a slate for the June 25th meeting. The nominating committee members appointed are Dr. Derrickson, Mr. Gray, and Mr. Laferty. Mr. Stinson reported that his term as member of the board expires in May and due to other personal commitments, he will not be available to be a board member. Mr. James expressed the board’s appreciation for Mr. Stinson’s service and especially for his leadership role as Committee Chair/Show Boss of the highly successful 2013 Community Day Airshow. If and when another Community Day committee is formed, Mr. Stinson said he would to assist/advise the committee and/or serve as Show Boss on the day of the event, but would not be able to take on major responsibility for organizing the event. All board members expressed their gratitude for Eric’s extensive service to the airport.
#2 Storage Building: Dr. Derrickson reported that airport maintenance equipment formerly stored in unoccupied hangars needs to be protected from the elements and suggested that a simple storage building is needed. Mr. James appointed a committee to review requirements for a storage building. Committee members appointed are Dr. Derrickson, Mr. Oliver, and Mr. Dailey who will look at options for the airport facility to protect maintenance equipment.
#3 Vehicle Official Tags: Mr. Dailey reported that the snow plow (dump) truck came to us with official registration tags. The renewal of two other airport vehicles did not (2004 Chevy Silverado and 1997 Ford Crown Vic). Mr. Rogers will review requirements for the official tags and report back. The registration and titles will be available for review. Mr. Roberts reported that government vehicles with official tags are eligible for state pricing contracts including purchase of tires.
#4 Airport Capital Improvement Plan Report: Mr. James reported that the 2016 ACIP report was completed and received to by Ms. Clark. Ms. Clark commended the airport for the completeness and timeliness of the submittal. She also indicated that our ACIP had set the bar very high for the 53 other airports in the region. Three projects were included on the report (Runway/taxiway repairs; Ramp trench drain repair; Corporate hangar ramp preparation). Mr. James thanked Mr. Dailey, Dr. Mattingly, Mr. Olliver, and Mr. and Ms. Potter for their assistance in preparing the report.
#5 Surplus Property: Ms. Potter requested information on two vehicles at the airport which are not needed. A white truck (1995) used as a snow plow with blade attached and a red truck received or shared with the Economic Development Authority. She indicated that there are interested parties who would bid on the vehicles. Dr. Mattingly agreed to place ads for these vehicles in the Morehead News.
#6 City Representation: Mr. Roberts reported that Morehead Mayor Jim Tom Trent asked him to advise the airport board that his assistant had left the position and due to being very busy with the budget process, he could not provide a representative for this meeting. Mr. Roberts is not part of the city administration, but was asked to relay the information since he is a hangar lessee. Mr. Roberts is glad to help as a private citizen (not a political liaison) in relaying information to the city administration of actions needed/etc. Mr. Dailey reported that he attended a meeting in which the mayor presented a slide presentation featuring community partners for economic development. The partners included Tourism, fire departments, etc. but did not include the airport. Mr. Dailey requested that Mr. Roberts advise the city administration that the airport is a community partner for economic development and requests that the airport information be inserted into the slide presentation.
#7 Economic Development: Mr. Dailey reported that a budget request had been made to the city and county administrations to increase the funding provided to the airport.
#8 Fuel Farm Credit Card Station. Mr. Samuell suggested that an enclosure is needed for the credit card fuel reader. He noted that he saw a telephone booth-type enclosure at the Springfield, TN airport. The enclosure would protect the unit from the elements and provide protection from ice, snow, rain, etc. when trying to fuel. There was a period during the last snow storm when the purchase of fuel was not possible due to freezing temperatures for 18 hours.
