OLD BUSINESS

Mr. Hardin presented his report progress regarding the construction of the administration building and large hangar:  the HVAC rough-in is done, plumbing and electrical is complete; and the finish work on the electric is planned for today.  The building shell is done minus some trim.  The windows are not in yet, but the openings are covered with plastic. The sewer permit has to be approved before power can be connected.  The electric company still must do the final connection.   The stone base is ready to be put in when weather improves.  DOW has not approved the cistern for the holding tank for non-potable water but he will continue to work on this issue.  The sewer tank has been installed.  Flooring will be in by the end of March.  The change order was executed to pay for the flooring, cistern and sewer.  There should not be any additional change orders.  The pay application with direct purchase orders has been entered.  The project is expected to be finished on time in the spring.   Materials for the window sills were shown to the Board.  It is the consensus of the Board to authorize Mr. Hardin to proceed with the material presented.  Approximately $17,000 will be saved and reduced from the contract as a result of direct purchase of some materials by the Board and the avoidance of state sales tax.

Mr. Rogers reported that Bob Criscillis with HMB has not been able to produce the information requested regarding the seeding of the Airport.  Chairman Fluty will try to find pay requests and change orders that relate to the project.  It was noted that the time for seeding grass is drawing near.

Mr. Fluty reported that the tanker to deliver fuel could not get to the Airport due to the deteriorated condition of the road.  After fuel is delivered there will be a seven day soak test.  Craig Farmer will do the final inspection.  Mike Hall has the responsibility of taking the sample and sending it for testing.  The Shell Aviation sign will be installed by the company.    Mr. Hall will make arrangements for the fueling training.  There is also training from Shell Aviation.  There is software to run reports, change prices, etc.  There is a cover for the electronics console available for approximately $100.  Chairman Fluty was authorized to acquire it.  Mr. Clark suggested that emergency contact information be posted at the site by the time fuel is delivered in the event of a spill or other event.   Mr. Gray volunteered to contact the Farmers Fire Department to participate in the training.  He will report his findings to Mr. Fluty.   It was noted that some Board members need to be well versed in fuel handling.  Mr. Stout reported that Shell holds a yearly training session in Tunica, MS.  Mr. Fluty will contact Steve Johnson and advise Board Members concerning this and other training.

Mr. Gray reported on behalf of the FBO Selection Committee.  The Committee also included Harry Clark and Don Laferty.  The deadline for FBO submission was February 19, 2010.  Proposals were received from David Lequire, Morehead, KY; Marpat Aviation, West Virginia; Perry Slone, Lexington, KY; and Michael Potter, Shelbyville, OK.   The Committee recommended interviews with Marpat Aviation and Michael Potter.  After a discussion, it was the consensus of the Board to interview all four proposers.  Mr. Gray will set up a meeting place and time and advise the Board.  It was suggested that the candidates have a completed business plan.

Mr. Clark reported that all information needed to do the audit had been sent to Mr. Lane. The audit could be presented at the March meeting.

Mr. Fluty reported that some lights at the Airport are still out due to weather and that there had been no further update on the water permitting process.

Mr. Fluty reported that Mike Thompson needed the ALP update.  Thompson gave Mr. Fluty the names of three firms that can do the required fee reviews for contract engineers related to any project involving AIP funds.   Two of the firms gave an estimate of $1,500 to do the review.  This fee will be paid from the grant for the particular project.  A motion was made by Dr. Fossett and seconded by Dr. Derrickson to send the fee for review to one of the firms and authorize Entran to conduct the ALP update if the fee was in order.  The vote to award the contract to Entran was 6-3.  Mr. Dailey, Mr. Oliver and Mr. Clark voted nay.

NEW BUSINESS

Mr. Fluty advised that he would continue to check on the availability and cost of Internet access at the Airport. Mr. Hardin recommended having an FBO in place before deciding on a telephone system.

Mr. Dailey made a motion to request proposals to select a full-service architectural and engineering firm, not specific for the small metal building project that the Board was considering to be built.  Mr. Dailey advised that the contractor selected should be capable of providing both architectural and engineering services for the Board.   Mr. Oliver seconded the motion.  The motion passed by unanimous vote.  A committee comprised of Mr. Dailey, Dr. Derrickson and Mr. Oliver are to prepare the announcement for the solicitation of proposers from qualified firms.

Mr. Fluty expressed the Board’s appreciation to the County for putting gravel on the road to the Airport.

Mr. Clark reported on his communications with Mr. Conn concerning the purchase of the .3 acre of land that the Board needs for the new Airport road right-of-way.  The asking price for the tract from Mr. Conn is $9,000.  The tract is owned by Mr. Conn and his two brothers.  Mr. Clark recommends getting an appraisal on this property to establish a negotiating standard.  Mr. Clark suggested that trading other county or Board property should not be considered.  Mr. Rogers will research statutes regarding the procedure the Board is to follow regarding the acquisition.  It was the consensus of the Board to have Mr. Clark proceed to contract with a qualified appraiser.

Mr. Fluty advised that discussion regarding a second bank of T-Hangars would be tabled for a future meeting.
