The Morehead-Rowan County Airport Board (Kentucky) is presenting the opportunity for a qualified individual or entity to operate a Fixed Base Operation (FBO) at its general aviation airport, Clyde A. Thomas Regional Airport (KSYM).  The FBO selected will have defined a business plan to operate a successful business at the field to support airport and community initiatives.  Under general guidance from the airport governing Board, the FBO will work closely with local, state and federal officials to improve facilities, provide quality customer service and open new opportunities to promote aviation.  The FBO will work with the airport Board, the Federal Aviation Administration (FAA), and the KY Department of Aviation drafting strategic and tactical plans and initiatives.  The FBO will perform, oversee and manage airport operations, and ensure operational safety and compliance with laws, regulations, and contractual terms.  A multi-year contractual agreement between the Board and the FBO is desired and will be negotiated.  The offer description including a full list of essential functions, qualifications and preferences are posted at: www.mrcairport.org along with other information. Fixed Base Operator

Morehead Rowan County Clyde A. Thomas Regional Airport 

REPORTING RELATIONSHIP:  As an independent contractor, the Fixed Base Operator (FBO) works on behalf of the Morehead-Rowan County Airport Board of Directors and receives direct guidance from the Board Chair.  Meets regularly with the Chair and the Executive Committee of the Board.

SUMMARY:

The Fixed Base Operator will lead, manage, and direct the operations of the Airport that includes, but is not limited to fueling, aircraft repairs, flight instruction and aircraft storage.Reporting to the Board of Directors, the successful candidate or team has management and business experience, strong interpersonal skills, financial management experience and analytical and organizational skills. The FBO will apply his/her experience and skills towards innovative purposes to ensure ongoing improved performance and overall operational successfor the Airport and its customers. The FBO will be comfortable interacting and working with government and community leaders.  A high degree of seasoned and independent judgment and decision-making will be required in this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manages and oversees the operations and functions of the airfield.
Manages and oversees the facilities and grounds at the Airport inclusive of the Terminal Building, Large Hangar, T-Hangars, regulator building, fuel farm and on-site residence inclusive of snow and ice removal, mowing and weed control.
Manages and oversees the Airport’s general safety, fire safety and security programs.
Manages and oversees the utilities, technology and communication systems at the Airport and on the airfield.
Leads the planning for the Airport’s care and development and implements the plans when approved.
Maintains adequate staffing and scheduling to meet daily operational requirements.
Provides aircraft maintenance and repair services at the Airport.
Provides flight training.
Provides monthly financial and airfield operational reports to the Board.  
Insures compliance with all local, state, and federal government regulations applicable to the Airport.

OTHER DUTIES AND RESPONSIBILITIES

Reports all unusual events and circumstances to the Chair in real time.
Attends or has a representative at Board meetings.
Liaison with state, federal and local authorities and the Airport’s Professional Engineering firm.
Conducts or monitor interviewing, selection, new hire processing, and training of all new employees as well as performance management.
Ensure regular and timely communication of new security directives, policies and procedures to the appropriate airport clientele.
Other duties may be defined.

REQUIRED QUALIFICATIONS:

A broad set of management skills (operations, finance, administration and technology) with the ability to work independently in a fast-paced and often changing environment.
A demonstrated ability to manage a wide range of details, establish work priorities, and meet deadlines.
A demonstrated ability to effectively communicate goals, objectives, problems and recommend solutions.

PREFERRED ADDIDTIONAL QUALIFICATIONS

Experience in operating or managing in a general aviation airport environment  
Holds an A&P or A&P with IA Certification
Is a certificated pilot
Is a certificated flight instructor
Preference in the selection process will be given to the FBO candidate with the ability to bring and operate his or her own assets to airport that enhances their business plan, e.g.,rental plane(s), vehicles, ability to acquire the fuel in the ground from the current FBO.
A demonstrated ability to use management and data software applications for the FBO’s business purposes and to inform the Board.

SELECTED CANDIDATES INVITED TO MAKE PRESENTATIONS TO THE SEARCH COMMITTEE AND/OR BOARD OF DIRECTORS

Upon request a multi-year business plan based on your knowledge of the airport and the community is to be prepared and submitted to the Committee (airport facility and operational data is available to all potential candidates).  Proprietary information will be protected.  

TERMS OF EMPLOYMENT:

A multi-year contract is desirable and will be negotiated.
Effective start date no later than 1 January 2021.  An earlier start date may be negotiated.
